Current Initiatives and Updates

  • Compliance, Containment, and Collaboration in Manhattan Beach:  Adding to the three C's of 1) Confined Spaces, 2) Crowds, and  3) Close Contact are a new set. L.A. County Department of Public Health underscores Compliance, Containment, and Collaboration to move us forward through our recovery journey and protect the long-term health and well-being of residents and the workforce.
    • Compliance: Businesses must comply with Health Officer Orders and implement strict infection control practices and distancing guidelines in place to protect the workforce and the public. Residents must continue to wear face coverings, maintain physical distancing, avoid gathering with people they do not live with, and continue washing their hands and cleaning high- touch surfaces.
    • Containment: Adequate testing and case investigations are critical tools to contain the spread. Case interviews and contact tracing of people who are positive or exposed are isolating and quarantining must continue. Businesses and employers must do their part and alert the department to outbreaks at their work sites.
    • Collaboration: Collaborating across all sectors and government is imperative to ensure clear messages to the public, uninterrupted supply chains for testing supplies and personal protective equipment, and unity in strategies for re-opening with as much safety as possible.
  • City Enhances Proactive Enforcement on Face Coverings – As the City continues to enforce the face covering requirements, the City will enhance enforcement during the week with a focus on spots that allow for more congregation opportunities (i.e the Strand). The City continues to stress that our goal is to change behavior in a way that promotes the community’s public health. While it may seem uncomfortable to some to wear face coverings in public, it makes the application of this requirement very simple: Wear a face covering when you are outside of your residence. This simple act can save lives!
  • Outdoor Fitness and Personal Training in Manhattan Beach Parks - As a result of COVID-19 and the Public Health Order that prohibits gyms and fitness centers from offering programs indoors, local clubs and studios are challenged to provide exercise classes, yoga, and Pilates to their clients. To help sustain these local businesses, the City has partnered with the Manhattan Beach Chamber of Commerce and Downtown Business & Professional Association to allocate park space for their programs. The Parks & Recreation Department will begin allocating park space to local fitness studios and personal trainers. On July 29, staff will meet with local businesses to discuss the guidelines for the use of Bruce's Beach (for yoga only), Live Oak North End, Polliwog Park, Polliwog Park Amphitheater, and Manhattan Heights, Marine, and Live Oak Basketball Courts. The guidelines include, but are not limited to, a requirement for all participants to wear face coverings at all times, maintain a minimum of 6 feet physical distance, limiting participants to 10 and developing protocols for sanitizing equipment. This pilot program is intended to run through December 31, 2020, and will be reviewed after that. For more information, visit www.mbparksandrec.com.
  • Manhattan Beach School Board Meeting– The Manhattan Beach Unified School District Board of Trustees will meet via teleconference on Wednesday, July 29, at 5:00 PM. The Agenda includes but is not limited to a discussion on 1) re-opening MBUSD schools, 2) re-opening options for Preschool, Extended Day Program (EDP), and Supervised Child Care Options, 3) Mira Costa Athletic Complex, 4) Public Hearing on Parcel Tax Rate, and 5) Food and Nutrition Services Contract.   • City Council Meeting Schedule Returns to First and Third Tuesdays – Beginning in August, City Council will return to its regular meeting schedule of the first and third Tuesdays of each month at 6:00 PM. However, under Governor Newsom's Executive Orders No. N-25-20 and No. N-29-20, City Council Chambers is not open to the public. Check the City Calendar for any changes in the Council Meeting schedule.

Federal, State, and County Updates

  • Update on COVID-19 Testing – County residents needing a COVID-19 test are strongly encouraged first to contact their Primary Care Provider or Healthcare Center about receiving a test at their facility. All healthcare facilities in L.A. County by order of the County Health Officer must have established provisions for diagnostic testing for COVID-19. If you do not have access to a Primary Care Provider, Healthcare Center, or are unable to contact them; free testing is available. To schedule a test, visit lacounty.gov/testing or call 2-1-1.
  • Angelenos In Action to Slow the Spread of COVID-19 – L.A. County Department of Public Health (DPH) recently launched a voluntary public health survey titled Angelenos in Action to help keep the virus in check. DPH will track symptoms of mild COVID-19 illness in order to identify potential spikes in cases before patients engage with the healthcare system.   • Toolkit for People with Disabilities –The CDC created a Toolkit for People with Disabilities as a reference during the pandemic. The toolkit provides guidance and tools to help direct service providers, group homes, caregivers, parents, and people with developmental and behavioral disorders. Also included are advice for handlers of service and therapy animals and considerations for election polling locations and voters. Visit cdc.gov for more information.
  • State Identifies Resources for Successful Distance Learning – State leaders are working to close the digital divide and identify new resources and partnerships to support California schools' distance learning this fall. Resources include more than $5 billion in the state budget and the Intel Pandemic Response Technology Initiative. For more information, visit cde.ca.gov.
  • Update on Use of N-95 Respirators Cal/OSHA Interim Guidance on COVID-19 for Health Care Facilities: Severe Respirator Supply Shortages document has been updated. This guidance is for healthcare and other employers covered by Cal/OSHA's Aerosol Transmissible Diseases (ATD) Standard (title 8 section 5199). It discusses respirator requirements for covered employers who care for suspected or confirmed COVID-19 patients.
  • Tips for Safer Summer Travel - The Center for Disease Control (CDC) latest Update on COVID-19 Response focused on summer travel. Dr. Brooks shared updates on CDC's COVID-19 response, including the latest scientific information and what everyone should know about protecting themselves and others. Also, Dr. Ali Walker reviewed the CDC's guidance related to domestic travel within the United States. Listen and view the presentation; visit cdc.gov/coronavirus to view past webinars.
  • Contactless Food Ordering & Gate Delivery at JWA – John Wayne Airport (JWA) welcomes guests back to a cleaner, safer, and more secure environment. JWA "Smile" face coverings are free to all guests at Information Booth B in Baggage Claim. Guests can use mobile devices or digital wayfinding signage for contactless food ordering to pre-purchase food and beverages for pick-up or free gate delivery. For more information, visit ocair.com.
  • Clinical Trial of Investigational Vaccine for COVID-19 – A clinical trial to evaluate an investigational vaccine to prevent COVID-19 in adults has launched. Moderna, Inc., and the National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health expects to enroll approximately 30,000 adult volunteers who do not have COVID-19 in the trial.   • Face Masks' Effect on Recognition Software - The National Institute of Standards and Technology (NIST) concluded their investigation of face masks' effects on face recognition software. The algorithms created before the pandemic generally perform less accurately with masked faces. The technology is necessary not only for smartphones but for verification, such as checking passports.   • Check Your Mailbox for Mail-In Voting Confirmation - All registered voters have been mailed a Vote by Mail Address Confirmation. The Notice contains information on how to vote in the November 3, 2020 General Election safely. If you have moved, you can update your address using the Notice. If your address is correct, no action is needed. Voters can check registration information on the Registration Status Portal. For more information, visit lavote.net.
  • L.A. County Daily Briefing Statistics on COVID-19 – L.A. County Department of Public Health (DPH) confirmed 51 new deaths and 2,708 new cases of COVID-19 in today's daily report. DPH anticipates receiving a backlog of cases in the coming days due to previous reporting delays in the State electronic lab system. Testing results are available for nearly 1,675,000 individuals, with 10% of all people testing positive. Of the 12,300 people ever hospitalized, DPH is reporting 2,051 confirmed cases currently hospitalized; 29% are confirmed cases in the ICU. There are a total of 2,621 confirmed and suspect cases that are currently hospitalized, and 18% of these patients are on ventilators. The hospitalization data is incomplete due to data from three hospitals not included in today's update. There are a total of 4,426 deaths; ninety-two percent of people who died had underlying health conditions. To view DPH's COVID-19 Daily Data, visit lacounty.gov. To view L.A. The City of Manhattan Beach has proclaimed a Local State of Emergency (PDF) regarding the coronavirus (COVID-19) outbreak. Staff continues to monitor and speak with the health experts at Los Angeles County Department of Public Health (LACDPH), California Department of Public Health (CDPH) and the Centers for Disease Control (CDC). Their health expertise and guidance are critical to the City’s planning and response to the coronavirus.
