Narrative:
 
On July 25th, 2020, Thousand Oaks Patrol deputies were dispatched to a subject not breathing call for service.  Deputies responded and conducted the initial investigation, which was later determined to be an overdose.  The Pharmaceutical Crimes Unit was notified and assisted. The investigation identified, Kyle Ball, as the primary suspect and ultimately the person who supplied the victim with narcotics, leading to the victim’s overdose.  Ball is currently on active probation for narcotic related offenses.
 
On August 6th, 2020, detectives were conducting surveillance when they observed Ball sell narcotics. Ball was immediately detained and a probation search of his person, vehicle and residence was conducted.  As a result of the search, detectives located a large amount of narcotics, prescription pills and narcotic sales related indicia. 
 
Ball was arrested and booked at the Ventura County Sheriff’s Main Jail for 11351 HS- Possession for Sales of Controlled Substance, 11352(a) HS- Offering to Sell Controlled Substances, 11378 HS- Possession for Sales of Controlled Substance, and 11375(b)(2) Possession of a Controlled Substance.  Ball remains in custody with bail set at $65,000.  Ball’s arraignment court date was set for August 19th, 2020.

The Ventura County Pharmaceutical Crimes Unit is a task force made up of members from the Ventura County Sheriff’s Office, Thousand Oaks Police Department, the Ventura Police Department; The primary mission of the task force is combatting the transfer of legal prescription medication to the illegal market. In addition, the task force works to identify and stop new trends of abuse among the younger population and investigates overdoses due to both prescription medication and illicit drug use.
