The change reflects daily increases, not increases from the prior situation report. Today's numbers include about 300 backlog cases from the State; the L.A. County Department of Public Health anticipates receiving the additional backlog later this week.


Federal, State, and County Updates

  • Medical Equipment and an Extended Power Outage – The Administration for Community Living is hosting a Federal Emergency Management Agency (FEMA) webinar for people who rely on electricity- and battery-dependent assistive technology and durable medical equipment to prepare for emergencies. Subject matter experts will offer emergency preparedness tips and resources, including checklists, to assist in planning for a power outage. They will also provide guidance on how people with disabilities and access and functional needs (AFN) can prepare for extreme heat events. This webinar is especially helpful for individuals who are power dependent, caretakers, family members, and organizations that provide services to the AFN community. Advanced registration required.   • When Can You Be Around Others After Having or Likely Having COVID-19 - If you have or think you might have COVID-19, it is important to stay home and away from other people. If you receive a positive lab result, contact DPH at (833) 540-0473 to connect with a Public Health Specialist for information on COVID-19 services and support. Staying away from others helps stop the spread of COVID-19. When you can be around others (end home isolation) depends on different factors for different situations. The Center for Disease Control and Prevention (CDC) recently updated the webpage with recommendations on several scenarios. Visit cdc.gov for more information.
  • Serving Veterans Amid a Global Pandemic – Volunteers are a priceless asset to the Nation's Veterans and the U.S. Department of Veterans Affairs (V.A.). The VA announced plans to gradually and safely reintroduce volunteers to its health care facilities. While volunteers are important to the operation of V.A. services and programs, most volunteer activities had been paused to prevent the spread of the virus.  Some volunteer roles will be new, while others will stay the same, be modified, go virtual, or remain paused. Safety measures include retraining and health screenings. Visit VA Voluntary Service for information on how to help.
  • Colleges and Universities Must Continue Distance Learning – The Los Angeles County Department of Public Health (DPH) announced that Institutions of Higher Education (IHE) need to limit campus activities in the near term, as community transmission rates remain high. These higher rates are driven, in part, by younger people between 18 to 30 years old who currently account for 25% to 30% of new infections. Colleges and universities in Los Angeles County:
    • May continue their essential operations, but most academic instruction must continue via distance-learning. Institutions may continue to offer in-person training and instruction only for students who are or will become part of the essential workforce and only for required activities that cannot be accomplished through virtual learning (such as labs).
    • May have faculty, and other staff come to campus to provide distance learning, and other activities related to the purposes above, as well as maintaining minimum basic operations.
    • Should limit on-campus student residency to only providing housing for students who have no alternative housing options.
    • Collegiate sports may only proceed in compliance with all the California Department of Public Health Specific Interim Guidance for Collegiate Athletics.

  • COVID-19 Rent Relief - The Los Angeles County Development Authority (LACDA) will begin accepting applications for the L.A. County COVID-19 Rent Relief Program on Monday, August 17, for two weeks through August 31. The COVID-19 Rent Relief is funded by the CARES Act and is open to eligible renters based on income struggling to pay rent due to the pandemic. Landlords must provide a W-9 and sign an agreement to have rent paid on behalf of tenants. The program may benefit property owners of buildings with fewer than ten units. View the L.A.   • Actions in Response to COVID-19 Governor Newsom provided an update on the State's response to the COVID-19 pandemic and outlined proposals to stabilize California's economy, businesses and workforce, aid workers and employers, and create equitable growth across the State's economy. Actions included:
    • A 90-day extension in state and local taxes and an extension of all licensing deadlines and requirements for several industries:
    • Waived penalties on property taxes for small businesses experiencing economic hardship based on COVID-19 through May 2021;
    • Extended the deadline for filing property tax statements;
    • Allowed small businesses to defer payment of sales and use taxes of up to $50,000 for up to 12 months;
    • Provided $50 million in loan guarantees for small businesses that may not be eligible for federal relief, including low-wealth and undocumented immigrant communities; and
    • Waived the $800 minimum franchise tax for the first year of business creation and removed a barrier to entrepreneurship and job creation.

  • Drivers Learner's Permits Automatically Extended – Per the California Department of Motor Vehicles (DMV), eligible driver's learners permit expiration dates through November 30, 2020, are extended six months or to a date 24 months from the date of application, whichever is earlier. The extension is to give student drivers more time to prepare for and schedule their behind-the-wheel drive test during the pandemic. The DMV resumed behind-the-wheel drive tests in June and re-scheduled all canceled appointments though it will take some time to clear the backlog.   • SBA Disaster Loan Deadline Extended – The August 17 deadline to apply for the U.S. Small Business Administration (SBA) Federal Disaster Loan for property damage caused by the civil unrest has been extended. The application filing deadline for physical damage is September 16, and economic injury is March 17, 2021. Businesses of all sizes, most private nonprofit organizations, homeowners, and renters may apply for SBA federal disaster loans to repair or replace disaster-damaged property. SBA can also lend additional funds to help with the cost of improvements to protect, prevent, or minimize the same type of disaster damage from occurring in the future.   • Work Sharing Program for Businesses Impacted by COVID-19 -  Employers can apply for the Unemployment Insurance (U.I.) Work Sharing program through the State Employment Development Department (EDD) as a temporary alternative to layoffs if a business's production or services have been reduced. The Work Sharing program helps employers 1) minimize or eliminate the need for layoffs in nearly all types of businesses or industries, 2) keep trained employees and quickly recover when business conditions improve, and 3) void the cost of recruiting, hiring, and training new employees. With a Work Sharing Program, employees whose hours and wages have been reduced; the employees can receive U.I. benefits, keep their current jobs and avoid financial hardships.   • L.A. County Daily Briefing Statistics on COVID-19L.A. County Department of Public Health (DPH) confirmed 64 new deaths and 1,999 new cases of COVID-19 in today's daily report. The number of new cases reported includes about 300 backlog cases from the State. Additional backlog reporting of cases is expected later this week. To date, Public Health has identified 216,139 positive cases of COVID-19 across all areas of L.A. County, and a total of 5,171 deaths; ninety-two percent of people who died had underlying health conditions. Testing results are available for more than 2,012,000 individuals, with 10% of all people testing positive. Currently, there are 1,481 confirmed cases currently hospitalized, and 32% are confirmed cases in the ICU. The number of hospitalized patients continues to decrease. Currently, there are 891 COVID-19 outbreak investigations ongoing, including outbreaks at UPS, Trojan Battery, and SoFi Stadium. These three locations each have between 60 and 90 confirmed positive cases among employees. Employers must report when three employees test positive for COVID-19 to allow DPH early intervention to contain the spread. To view DPH's COVID-19 Daily Data, visit lacounty.gov. The City of Manhattan Beach has proclaimed a Local State of Emergency (PDF) regarding the coronavirus (COVID-19) outbreak. Staff continues to monitor and speak with the health experts at Los Angeles County Department of Public Health (LACDPH), California Department of Public Health (CDPH) and the Centers for Disease Control (CDC). Their health expertise and guidance are critical to the City’s planning and response to the coronavirus.
