SUBJECT: Motor Vehicle Stop Leads to Two Men Arrested on Drug Charges

NARRATIVE:
On August 21st 2020 at approximately 8:30 pm Officer Dean Schoch was on patrol within the Twinbrook Village apartment complex. While doing so he observed a suspicious vehicle with two occupants inside. The registration on this vehicle was also expired. The vehicle attempted to abruptly leave the area when the driver saw Officer Schoch. Schoch then conducted a motor vehicle stop on the vehicle containing a male driver, later identified as 33 year old Anthony Cicerello III, from Wall Twp., and a passenger later identified as 41 year old Santiago Ruiz from Ocean Twp. Officer Dane Richards also arrived to assist. Officers observed in plain view drug paraphernalia inside the vehicle. Cicerello attempted to flee from Officer Schoch on foot and after a struggle he was arrested. Inside the vehicle Officers located crack cocaine, heroin, prescription drugs and assorted paraphernalia. Ruiz was also arrested based on these findings.
Both men were transported to police headquarters where they were processed. Cicerello was charged with possession of crack cocaine, heroin, and prescription
legend drugs, drug paraphernalia, hypodermic syringes, resisting arrest, and
obstruction. He was later released on criminal summonses as well as issued motor vehicle summonses, pending a future court appearance. Ruiz was charged with possession of drug paraphernalia and a syringe and was released on a criminal summons pending a future court appearance.
