Crime Alert Bulletin for the week of August 16-23, 2020

When I mention “the unit block” of a street, this means the incident occurred at an address anywhere between 1 and 99 of the street.



Notable Cases

On Monday, 08-17-20 at 1:25 a.m., Officer Todaro was on patrol in the Westlake Shopping Center parking lot near Walgreens when he was flagged down by the manager. The manager directed the officer to a male and female male in the parking lot. The manager said they set off a store alarm when they exited the store. Officer Todaro contacted both subjects. The male subject, a 36-year old San Francisco resident, was on probation, and he had an outstanding warrant. When Officer Todaro searched the subject, he found crystal methamphetamine on his person, as well as drug paraphernalia. Officer Todaro cited the subject for those offenses. The female, a 40-year old San Francisco resident, was clear of any wants and did not have anything illegal in her possession.

On Tuesday, 08-18-20 at 2:45 p.m., Officer Reyes and Officer Martin were dispatched to the Hampton Inn on a report of a customer who used a fraudulent credit card five times at the business. The manager told the officers that she received five faxed dispute notifications from two separate banks regarding two separate stays the subject had at the hotel. The manager reviewed her records and noticed a subject had booked and checked into the hotel on both occasions. The manager believed the same subject had booked another stay, and she believed the subject would later dispute that stay. The manager said the subject entered a room with a female, and they had not exited. The subject who rented the room was on probation with a clause for search and seizure. Sergeant Scholes viewed the surveillance video and positively identified the subject who rented the room. The officers knocked on the door for several minutes, and the subjects did not answer the door. Hampton Inn management provided the officers with a key fob to open the door, as well as a tool to remove the deadbolt, and the officers entered the room. The male subject, a 44-year old San Francisco resident, got off the couch and hunched next to a bed. The female, a 37-year old San Francisco resident, was on the sofa bed. Officer Reyes asked the subjects if they had anything illegal in the room or on them, and they said no. The male gave consent to search the room. When asked by the officers why they didn’t respond to the door, the subject said they had just smoked methamphetamine. The officers searched the male subject and found a wallet containing credit cards not in his name. Officer Martin searched the female subject and found Fentanyl on her person. They searched the room, and they found a box containing handwritten notes with credit card numbers and expiration dates, a photocopy of a driver's license and a credit card in another name, a bag containing zip lock baggies, a jar containing Fentanyl, a hypodermic needle, several backpacks and several credit cards in the male subject’s name, as well as other subject’s names. The credit cards were “smoothed out”, making It difficult to read the numbers or the names. The suspect said he had intended on altering the cards in the future. They also found a pouch containing four baggies of methamphetamine. Officer Reyes placed the male subject under arrest for possession of controlled substances, forgery of access cards, defrauding an innkeeper, and defrauding an access card. Officer Reyes cited the female subject for possession of controlled substances and possession of narcotic paraphernalia.

On Wednesday, 08-19-20 at 6:50 p.m., a 45-year old Daly City resident chased his 69-year old father with a knife and eventually threw it at him. The subject then slammed his 67-year old mother’s head against the wall and punched her 4-5 times to the face and head. The mother was admitted to the hospital for a bleed to the brain, and the father was transported to the hospital for lacerations he sustained during the scuffle. The subject was booked for assault with a deadly weapon. This occurred on the unit block of Martin Court.

On Thursday, 08-20-20 at 1:00 a.m., Officer Wagnon was on patrol in the area of Hickey Boulevard and St. Francis Boulevard looking for suspects who had just burglarized mailboxes. Officer Wagnon went to rear of 860 Campus Drive and saw three subjects standing next to two parked vehicles. Officer Wagnon said one subject immediately began to walk away from him, and he asked the subject to return, but he initially received no reply. As the officer neared the other two subjects, he saw, in plain view, a rifle on top of a duffle bag in the bed of a nearby vehicle. The rifle was actually an Imitation AR-15 Airsoft rifle. Officer Wagnon asked for more officers to assist, and he detained all three suspects. After an investigation, Officer Wagnon cited the first subject, a 41-year old Daly City resident, for possession of a controlled substance and possession of a realistic imitation firearm. He cited the second subject, a 36-year old Daly City resident, for possession of a stolen bicycle, and possession of a realistic imitation firearm. The third subject, a 45-year old Daly City resident, was released without charges.

On Thursday, 08-20-20 at 12:36 p.m., Officer Andrade was dispatched to the east parking lot of Serramonte Shopping Center on a report of a subject who was masturbating. Officer Andrade contacted the subject, a 50-year old Daly City resident, and he subsequently placed him on a mental health hold for being a danger to others.

On Friday, 08-21-20 at 12:49 a.m., Officer Wagnon was dispatched to the area of Highway 35 and Olympic Way on a report of a vehicle with its lights off parked in an active lane of Highway 35. Officer Wagnon arrived to see the vehicle with the engine running, and the driver’s window was open partially. Officer Wagnon saw a male who was slumped over in the driver’s seat, and he smelled a strong odor of an alcoholic beverage. Officer Wagnon tried to wake up the subject, but the subject did not respond. Officer Wagnon tried to open the door, but the door was locked. The officer could see the gear selector was in drive, and he reached into the vehicle to try to wake up the subject. Officer Wagnon tapped on the window and finally woke up the subject who said in broken English, “I’m okay officer” and put his foot on the accelerator and sped away from the officer. Officer Wagnon ran back to his patrol vehicle and caught up with the subject who then pulled to the side of the road. Officer Wagnon conducted field sobriety tests (with the assistance of a translator) on the subject, a 50-year old San Francisco resident. The officer subsequently arrested the subject for driving under the influence with a blood alcohol content greater than .08%.

On Friday, 08-21-20 at approximately 3:10 p.m., our officers assisted the San Mateo County Sheriff’s Office in finding two suspects involved in a shooting on the Sam Trans bus in the area of Longview Drive and Clearview Drive. The San Mateo County Sheriff’s Office is handling the investigation.


On Saturday, 08-22-20 at 5:25 a.m., Officer Greene was dispatched to the McDonald’s parking lot on Serramonte Boulevard to conduct a welfare check of a subject in a black Honda SUV that was “high centered”—the front and rear tires were off the ground, and the metal frame of the vehicle was resting on a retention wall. The officer arrived to find the vehicle and said it appeared as if the vehicle drove through a parking stall and the front tires went over the edge, causing the front of the vehicle to point in a downward position. Officer Greene contacted the driver and conducted field sobriety tests on the him. The subject failed the field sobriety tests, and Officer Greene placed the subject, a 29-year old Daly City resident, under arrest for driving under the influence.


Robberies

There was one robbery during the past week.

On Tuesday, 08-18-20 at 10:12 a.m., Officer Mulitaoupele and Officer Jackson were dispatched to the Lucky’s store on a report of a just-occurred theft. The store employees said a male subject tried to attack employees with a screwdriver as he was trying to steal beer. The store manager said he heard the anti-theft alarm sounding and noticed a problem between his employees and a customer who was holding a screwdriver. The customer hit the window with the screwdriver and kicked the door twice. The male walked away with two cases of beer. The manager followed him but stopped when the subject reached Gambetta Street. The subject dropped the cases of beer. Officers were unable to find the suspect at the time. The store employee was able to record the suspect with her telephone, and Detective Collins recognized the suspect. The following day, detectives arrested the subject, a 62-year old Daly City resident, at his home.


Residential Burglaries

There were no residential burglaries during the past week.


Commercial Burglaries

There was one commercial burglary and one attempted commercial burglary during the past week.

On Sunday, 08-23-20 at 1:00 p.m., an unknown suspect entered a locked office through a boarded window at the Bay Area Motors business on Mission Street and stole a key fob to a blue 2006 Infiniti G35X that was parked on the lot. The suspect used a hammer to break the lock that held the chain around the lot and stole the vehicle. San Jose P.D. recovered the vehicle on 08-25-20.

Between an unknown time on Tuesday, 08-18-20 and 9:00 p.m. on 08-21-20, an unknown suspect attempted to burglarize the soap machine and toy machine at the Lucky Coin Laundry on Mission Street.


Vehicle Burglaries

There was only one burglary during the past week.

• 100 block of Westmoor Avenue—Children’s items and expensive sunglasses were taken from a 2017 Toyota RAV4. The rear window was smashed. Occurred between 11:30 a.m. on 08-17-20 and 12:30 p.m. on 08-24-20.



Stolen Vehicles

There were eight vehicles stolen during the past week. Five vehicles were recovered.

• Westlake Shopping Center near Starbuck’s—a 2019 Toyota Camry. Occurred on 08-17-20 at 8:30 p.m. The victim left the engine running when he went to pick up coffee. **Recovered by Sausalito P.D. on 08-19-20.
• St. Francis Boulevard/Clarinada Avenue—a 1998 Honda Civic. Occurred between 9:00 p.m. on 08-17-20 and 8:30 a.m. on 08-18-20. **Recovered by Daly City P.D. on 08-21-20.
• Mission Street/Liebig Street—a 2020 Toyota Corolla. (rental car). Occurred on 08-18-20 between 2:00 a.m. and 11:00 a.m.
• Hanover Street/Whittier Street—a 2000 Lexus GS. Occurred between 5:00 p.m. on 08-21-20 and 10:00 a.m. on 08-22-20. **Recovered by Berkeley P.D. on 08-23-20.
• 900 block of Martin Trail—a 1996 Honda Civic. Occurred on 08-23-20 at 12:30 a.m. **The vehicle was recovered a few hours later blocking a driveway on Steve Courter Way.
• 6700 block of Mission Street—a 2006 Infiniti G35X. Occurred on 08-23-20 at 1:00 p.m. **Recovered by San Jose P.D. on 08-25-20.
• 300 block of Imperial Way—a 2019 Honda Insight. Occurred between 10:00 a.m. on 08-23-20 and 8:00 a.m. on 08-24-20.
• 100 block of School Street—a 1995 Honda Civic. Occurred between 8:30 a.m. on 08-22-20 and 7:00 a.m. on 08-23-20.


Miscellaneous

• There were 7 domestic disturbance cases reported
• There was 1 shoplifting incident reported
• There were 8 cases involving an involuntary psychiatric hold
• There were 10 malicious mischief/vandalism cases reported
• There were no arrests for public intoxication
• There was 1 hit and run collision reported
