Current Initiatives and Updates
- Latest City Council Actions in Response to COVID-19 – At the September 1, 2020, meeting, City Council directed the following additional actions in response to COVID-19:
- Directed staff to revise the City's Emergency Order to extend outdoor dining in the public right-of-way from September 30, 2020, to January 15, 2021. City Council will reassess the Emergency Order allowing outdoor dining in the public right-of-way at a later date;
- Directed staff to revise the City's Emergency Order to clarify the City's face covering requirement for singles tennis play, in accordance with the L.A. County Department of Public Health Order Guidelines for Tennis and Pickleball Courts. Going forward, participants of singles tennis and pickleball can opt to not wear a face cover during gameplay;
- Requested additional information on the eviction moratorium's expiration and how it compares to County, State, and Federal regulations;
- Discussed the Merchant Permit Parking Program at the Civic Center and requested the COVID-19 Long Term Businesses Solutions Subcommittee analyze potential modifications; and
- Directed staff to remove the barriers and open the freestanding picnic tables to the public at City parks following the Labor Day holiday.
- Celebrate Labor Day at a Distance – It is important to celebrate Labor Day without going to parties and barbeques hosted by non-household members. Let's continue our recovery journey and adhere to physical distancing and infection control requirements that reduce the risk of transmission of COVID-19. As a reminder, being around people who aren't part of your household puts you and the ones you love at a greater risk for COVID-19.
- Beach Responsibly During Labor Day Weekend -If you are going to the beach this weekend, be sure to wear a face covering, avoid gatherings outside of your household, and bring a trash bag to take your trash with you when leaving the beach. Coastal Clean-up Day 2020 is any day in September, so why not pick up trash along the way and back to the beach and record the data on the CleanSwell app or by completing this form. All clean-ups in September will be included as part of Coastal Cleanup Month. Thank you for staying safe and keeping Manhattan Beach clean!

Federal, State, and County Updates
- Update on COVID-19 Testing – Due to Labor Day, testing sites operations will be modified in observance of the holiday. All State-operated testing sites will be closed on Monday, September 7. All L.A. City-operated testing sites will be closed on Sunday, September 6, and Monday, September 7. Select L.A. County-operated testing will be closed on Monday, September 7. However, the L.A. County operated testing site at the Beach Cities Health District campus at 514 North Prospect Avenue in Redondo Beach will be open on Labor Day (appointments required). If you are interested in being tested for COVID-19, you are encouraged first to contact your Primary Care Provider or Healthcare Center about receiving a test at their facility. - Heat Stress Prevention during COVID-19 – Heat stress is the total amount of heat your body encounters; heat stress can come from a variety of sources. Clothing and personal protective equipment (PPE) may also trap heat, further increasing heat exposure. The Center for Disease Control and Prevention (CDC) published information on What Workers Need to Know about Heat Stress Prevention during the COVID-19 pandemic. - Updated Health Officer Order Allows Schools to Offer Services for Students Most in Need of In-Person Learning - Beginning Monday, September 14, schools K-12 may offer in-school services for small cohorts of students with Individualized Education Plans (IEP), students requiring instruction for English as a Second Language (ESL) or students needing assessments or specialized in-school services, as long as the school can fully implement the Health Officer's re-opening protocols. Once available, guidance and protocols for K-12 will be available on the Public Health website. Public Health will not be opening the waiver program for the instruction of students in grades TK-6 as the department monitors the implementation of this effort to safely get students needing specialized in-school services back to school. - Salons and Barbershops Can Re-Open at 25% - Effective September 2, hair salons and barbershops can re-open at 25% occupancy for indoor services as long as infection control safeguards are in place and the business complies with the County's Health Officer Order (HOO) Re-opening Protocols for Hair Salons and Barbershops, which require physical distancing and face coverings for both employees and customers. As permitted by the State, hair salons and barbershops are encouraged to maintain as many operations outdoors as possible. Visit lacounty.gov for more information.
- Tenant and Landlord Protection Measures Due to COVID-19 –Governor Newsom signed AB 3088 to protect tenants from eviction and property owners from foreclosure due to the economic impacts of COVID-19. Under the new law, no tenant can be evicted before February 1, 2021, as a result of rent owed due to a COVID-19 related hardship accrued between March 4 – August 31, 2020, if the tenant provides a declaration of hardship according to the legislation's timelines. For a COVID-19 related hardship that accrues between September 1, 2020 – January 31, 2021, tenants must also pay at least 25 percent of the rent due to avoid eviction after February 1, 2021, for the unpaid rent. - Did You Get Your Economic Impact Payment? - Economic Impact Payments (EIPs), commonly referred to as "stimulus checks" or "recovery rebates," are a key provision of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) legislation that Congress passed to help reduce the financial burden of COVID-19 on individuals and their families. According to the Center for Budget and Policies Priorities, over 12 million eligible residents are missing out on their EIPs. Eligible residents have until October 15 to enter the required information into the IRS website to receive the funding. If you haven't seen your money, use the Get My Economic Impact Payment tool. - Prepare for Disasters Webinar - September is National Preparedness Month, and this year's theme is "Disasters Don't Wait. Make your Plan Today." Join the U.S. Small Business Administration (SBA), the Insurance Institute for Business & Home Safety, and the Insurance Information Institute on Wednesday, September 16, at 11:00 AM for a live webinar on preparing for severe weather, future COVID-19 interruptions, and other disasters. - Pandemic Recovery Funds Application Closes Friday September 4 - The L.A. Regional COVID-19 Recovery Funds application open to Los Angeles County micro-entrepreneurs, small businesses and non-profits will close September 4. Grants range from $5000 to $25,000. - L.A. County Daily Briefing Statistics on COVID-19 – The Department of Public Health (DPH) confirmed 61 new deaths, five new cases of COVID-19 in Manhattan Beach, and 1,193 new cases of COVID-19 in L.A. County in today's daily report. DPH highlights the importance of worker protections and reporting workplace outbreaks. Supporting worksites experiencing outbreaks are a crucial part of slowing the spread of COVID-19 and protecting the health of communities. In July, the County experienced sharp increases in cases, hospitalizations, and deaths due to the re-opening of many sectors and holiday-related activities. DPH is relying on business operators, employers, and workers to report clusters of cases as soon as these are recognized. If a workplace has at least three reported or confirmed COVID-19 cases in the workplace within 14 days, employers are required to call Public Health immediately at (888) 397-3993. Calls. Reporting can be anonymous, prevent additional cases, protect the workplace, and keep people safe and healthy. It can also save people's lives. To date, DPH identified 244,999 positive cases of COVID-19 across all areas of L.A. County, and a total of 5,932 deaths; ninety-two percent of people who died had underlying health conditions. Testing results are available for more than 2,332,000 individuals, with 10% of all people testing positive.
