Current Initiatives and Updates

  • Where L.A. County Stands on the States Tier System - As of September 29, 2020, Los Angeles County remains in Tier One, with "widespread" risk and the most restrictions. According to the State's website, L.A. County reflects 8.9 new COVID-19 cases per day (per 100k), with an adjusted case rate for tier assignment of 7.3; the positivity rate is 2.9%. Although Los Angeles County met the State's metric thresholds for Tier Two ("substantial risk") last week, L.A. County remains in Tier One due to the current adjusted daily case rate of 7.3. Per the State guidelines, to move to Tier Two, the County's case rate needs to be seven or fewer for two consecutive weeks. While the County's positivity rate of 2.9% falls within the moderate tier between 2 – 4.9% positivity rate, because our case rate falls into a different tier, the stricter tier prevails.
  • Make Manhattan Beach Count by Submitting Census Response by September 30 – We thank the residents, who completed the 2020 Census. Tomorrow is the deadline to be counted. From last week, Manhattan Beach's response went up and the City can do better! The City needs approximately 30.8% of our residents to complete the Census by tomorrow, September 30, so our community can get a complete and accurate count. The Census takes less than 10 minutes to answer. There are more ways to complete the Census than ever before. Visit 2020census.gov, call (844) 330-2020, or mail in your form.   • Actions in Response to COVID-19 The Governor signed several bills in response to COVID-19:
    • AB 1731 expedites the process for employers to apply and participate in California's work-sharing program;
    • AB 2017 designates the use of sick leave taken can be made at the sole discretion of the employee;
    • AB 2043 ensures that agricultural employees have access to current safety and health guidelines in response to the novel coronavirus outbreak as soon as possible; and
    • AB 2165 which clarifies "Electronic filing" to mean the electronic transmission of a court document presented for filing in electronic form, not the processing and review of the document and its entry into the court's records, which are necessary for a document to be officially filed;
    • AB 1929 permanently extends the internet-based child abuse and neglect reporting systems;
    • SB 1123 clarifies the definition for elder and dependent adult abuse, promoting consistency in the reporting and investigating of elder abuse claims; and
    • SB 1079 provides new rights for tenants to buy homes facing foreclosure.
  • Behavioral Health is a Priority The State prioritizes behavioral health in legislation and actions recently completed. The effects and uncertainty of the COVID-19 pandemic, economic loss, and devastating wildfires have brought a crisis of stress, depression, and anxiety to Californians. SB 855 requires commercial health plans and insurers to provide full coverage for the treatment of all mental health conditions and substance use disorders. In response to the current emergency, the Department of Health Care Services (DHCS) launched the CalHOPE Warm Line at (833) 317-HOPE (4673) to provide crisis support, and the State COVID-19 and CalHOPE page, Together for Wellness, offers resources for families and children.   • Free Business Counseling Opportunities - The Los Angeles County Consumer and Business Affairs Office, Procurement Technical Assistance Center (PTAC), connects businesses with government opportunities. PTAC Counselors offers one-on-one technical assistance and training to help Los Angeles County businesses interested in local, state, and federal government contracts. Counselors will assist companies in registering as vendors, getting certified, finding opportunities, and market analysis.   • Resilience May Help a Person Live a Longer Life – For many older adults, the pandemic has caused loneliness, depression, and worsen health outcomes. The Administration for Community Living (ACL) published a survey by AARP that found some older adults less likely to report feelings of isolation. Possible reasons could be they are still working while also caring for both dependent children and aging parents. For more information, visit acl.gov.
  • COVID-19 Trends in School-Aged Children and Young Adults– The Center for Disease Control and Prevention released two reports on COVID-19. The COVID-19 Trends Among School-Aged Children – U.S. March 1 to September 19 and Recent Increase in COVID-19 Cases Reported Among Adults Aged 18-22 Years U.S. May 31 to September 5. As education resumes and some schools begin in-person learning for the 2020–21 academic year, it is critical to have a baseline for monitoring trends in COVID-19 infection. Monitoring trends in multiple indicators of COVID-19 could inform mitigation measures to prevent COVID-19 spread and risk for students, teachers, school staff members, families, and the community.   • Waiver Program for Grades T.K. to Two - The Los Angeles County Board of Supervisors and the Los Angeles County Department of Public Health (DPH) plans to open the school waiver program for in-person instruction for grades T.K. through second grade. The program will begin accepting applications in early October and prioritize the issuance of waivers to schools with higher percentages of students qualified for free/reduced meals. The decision to grant a waiver will be based on ensuring that schools can open in full adherence with DPH re-opening protocols. The waiver will be available online and will launch in early October.
  • L.A. County Daily Briefing Statistics on COVID-19 – DPH confirmed 39 new deaths, no (zero) new case of COVID-19 in Manhattan Beach, and 905 new cases of COVID-19 in L.A. County in today's daily report. To date, DPH has identified 269,284 positive cases of COVID-19 across all areas of L.A. County, and a total of 6,551 deaths. Testing results are available for more than 2,654,000 individuals, with 9% of all people testing positive. Currently, there are 714 confirmed cases presently hospitalized, and 34% of these people are documented cases in the ICU. To view DPH's COVID-19 Daily Data, visit lacounty.gov.
