Hollis Police Department Releases Its 5-Year Strategic Plan
Today, the Hollis Police Department unveiled a new strategic plan effective through the year 2025. The new Strategic Plan describes the agency’s revised Mission Statement and Vision Statement, establishes its core values, and identifies goal areas where Hollis Police Department will direct energy and resources to over the next several years. This process is the culmination of seven months of work completed by the members of the Strategic Planning Committee, which included both sworn and non-sworn personnel.
The last time the agency participated in such a comprehensive and arduous planning process was during the tenure of Police Chief Paul Bosquet, which resulted in the development and implementation of “The Hollis Concept.” This concept would be used by the Hollis Police Department as a foundational plan to build trust and legitimacy through community policing models and strong community/police partnerships.
The new Strategic Plan also outlines nine organizational goals in the areas of (1) Recruitment, Selection, and Retention of Staff; (2) Community Engagement; (3) Community Partnerships; (4) Developing Future Leaders of the Agency; (5) Expanding Training Opportunities; (6) Specialized Training Programs; (7) Infrastructure Improvements; (8) Construction of a Department Firing Range; and, (9) Expanding the Use of Social Media and Web-Based Platforms. The agency has already begun implementing these goals. For example, the Hollis Police Department maintains a rigorous recruitment and selection program aimed at hiring diverse and highly qualified individuals for both sworn and non-sworn vacancies.
“In developing and implementing this strategic plan, we closely considered the demands of policing in the 21st Century, while furthering our commitment to providing highly effective police services to our safe and thriving community,” explains Chief Joseph Hoebeke. “We also pride ourselves on being a model law enforcement agency at the state and national level.”
Participation by Hollis Police Department members in the plan-development and vetting process was robust. The agency utilized the services of Dr. Kimberly Miller, Ph.D., from Kimberly A. Miller & Associates, LLC., and also held more than a dozen meetings examining all aspects of our organization.
As we do with law enforcement accreditation, the Hollis Police Department views strategic planning as an ongoing process within the organization. Therefore, progress toward achieving the plan’s objectives will be assessed annually, and the plan will continue to be updated based on achievement and the changing needs of our members and our community.
