COVID-19 testing available today, quality of life updates and construction schedule for week of October 5

COVID-19 testing
 
Appointments remain available today (Monday) for COVID-19 testing through Prompt MD at the pop-up site at 605 Jackson Street between 7 am and 2 pm. To schedule an appointment, visit http://www.hobokennj.gov/promptmd with insurance information and proof of Hoboken address. If booking a COVID-19 test for a child, please fill in the child's name along with the parent or guardian's insurance and contact information.
 
Riverside Medical is continuing testing for Hoboken residents and Hoboken business employees at the pop-up site under the 14th Street Viaduct, six days a week (Monday – Saturday). Appointments can be scheduled with Riverside by calling the CERT hotline in City Hall at 201-420-5621 Monday through Friday, 9 am until 1 pm. Riverside is currently using rapid, 15-minute COVID-19 tests, and also has PCR tests available as well.
 
Residents are asked to keep in mind that if potentially exposed to COVID-19, a test should be conducted at least 5-7 days after exposure for greater accuracy.
 
Quality of life projects and construction schedule
 
The City of Hoboken is continuing with a number of quality of life projects this week. Below are construction updates on the City’s water main upgrades to replace 7,000 linear feet of Hoboken’s oldest water mains, complete streets and vision zero improvements, construction on the 5-acre Northwest Resiliency Park and flood infrastructure, and new playground safety surface at Elysian Park.
 
Water Infrastructure Upgrades

A total of 15 blocks, or nearly 7,000 linear feet of Hoboken’s oldest water mains have been replaced, and final roadway restoration and complete streets improvements are underway. The following activities are anticipated the week of 10/5/2020 to 10/9/2020:
 

  • Monday 10/5/2020 and Tuesday 10/6/2020: Monroe Street between 10th Street and 11th Street will be closed at times between hours of 8am and 4pm for subsurface storage structure connection to the sewer and placement of concrete.
  • Wednesday 10/7/2020 through Friday 10/9/2020: Monroe Street between 10th Street and 11th Street may be closed at times between hours of 8am and 4pm for restoration and placement of concrete at the subsurface storage structure.
  • Thursday 10/8/2020 and Friday 10/9/2020: Monroe Street between 3rd Street and 4th Street will be closed at times between hours of 8am and 4pm for pavement restoration to include milling and paving operations. Please avoid walking on the sticky tack coat and hot pavement during these work hours.
 
The construction of the water mains utilized low interest and interest free loans from the New Jersey Infrastructure Bank and does not use funding from the 2020 municipal budget. In 2019, the City entered into a contract with SUEZ that now provides for $33 million in water main upgrades through 2034, with an average of $2.2 million invested every year. The Contractor for this project is J.Fletcher Creamer, and the Construction Manager is CDM Smith/ENGenuity. The City of Hoboken Engineering Division is overseeing project coordination. A full-time inspector will be on site daily from CDM Smith and ENGenuity Infrastructure overseeing construction. They are also available to assist in any questions you may have. Routine Water Infrastructure Maintenance and Outage Alerts

On Monday 10/5/2020, Suez will be preforming flow tests on 8th Street between Hudson Street and Castle Point Terrace and Hudson Street between 6th Street and 7th Street between the hours of 7:30am – 3pm.
 
On Monday 10/5/2020, Suez will also be replacing a fire hydrant and investigating a leak on Bloomfield Street between 12th Street and 13th Street between the hours of 9am – 5pm. During this time, Bloomfield Street will be closed between 12th and 13th Streets. Customers in the affected area may experience low to no water pressure and/or interruption of water service from 10am – 2pm. Buildings that may be affected have been notified by door posting.
 
Hudson County Resurfacing Program
 
Hudson County will begin installing ADA-compliant curb ramps on Willow Avenue and Paterson Avenue between 10/5/2020 and 10/9/2020, during the hours of 8am - 5pm. No road closures are anticipated.
 
Northwest Resiliency Park
 
Construction continues on the 5-acre Northwest Resiliency Park, which will be New Jersey’s largest resiliency park. The park will have above and below ground infrastructure to withhold up to 2 million gallons of rainwater to help mitigate local flooding. The contractor will undertake the following activities during the week of 10/5/2020 - 10/9/2020: 
 
  • Continue constructing drainage piping to the one million gallon tank.
  • Continue and complete installation of the internal tank flushing system.
  • Begin removal of the upper bracing for the tank excavation support system and staging it for later removal from the site.
  • Begin shutting down the depressurization well system.
  • Begin preparation for placing backfill on top of the completed one-million gallon tank.
 
The dewatering and treatment system for the tank excavation will continue to operate 24 hours per day.
 
The City uses a combination of low interest and interest-free loans, principal forgiveness for the resiliency features, and grant money to save over $19 million over the life of the project. The Northwest Resiliency Park also utilizes the Open Space Trust Fund to pay for the construction costs of the Northwest Park, and is not utilizing any funding from the 2020 municipal budget.

Elysian Park Playground Safety Surface
 
The northern playground remains closed as the safety surface has been removed and drainage system installation is complete. The safety surface installation is scheduled for the weeks of 10/5 and 10/12 between the hours of 8am and 6pm. The project is expected to be complete in mid October.
 
Holiday Decorations
 
The Hoboken Business Alliance (HBA) will be installing lights for the holiday season at various times during October and November. During the week of 10/5/2020 - 10/9/2020, the HBA will install pole-to-pole “bistro” lights on Washington Street from Newark Street to 15th Street.
