Health Order Revised to Re-Open Some Personal Care Establishments and Indoor Malls
City Re-Opens Playground Equipment and Fitness Stations
Manhattan Beach, CA (October 8, 2020) - Following the easing of restrictions by the State of California and a decline in new coronavirus cases in September, the Los Angeles County Department of Public Health (DPH) has revised its Health Officer Order to allow for limited re-openings of indoor malls, shopping centers, schools, nail salons, hair salons, barbershops, outdoor breweries and wineries, and playgrounds. These re-openings are summarized below:
- Indoor shopping malls, such as the Manhattan Village Mall, have been allowed to reopen with occupancy limited to 25% capacity; all food courts and all common areas remain closed.
- Outdoor playgrounds and fitness equipment are open for use with restrictions and reduced maximum capacities. The following playgrounds are open: Live Oak Tot Lot and Northend Playground, Sand Dune Park, Marine Avenue Park, Larsson Street Parkette, 8th Street Parkette, Manhattan Village, and Manhattan Heights (open for limited hours). In addition, all fitness stations are open: Mariposa Fitness Station along the Veteran’s Parkway, the Strand Fitness Station at 26th Street, and Polliwog Park Fitness Station.
- Nail salons, barbershops and hair salons have resumed indoor services at 25% capacity. Outdoor services should continue as much as possible.
- While none are located in the City of Manhattan Beach, cardrooms can reopen for outdoor operations only. Food and beverages may not be served at the tables. Face coverings are required; and
- Outdoor dining at non-restaurant breweries and wineries serving a meal as long as the business follows all requirements for infection control and distancing that are detailed in DPH’s protocol.
“Slowly but surely, the County is making progress on easing business restrictions while addressing a public health emergency,” said Mayor Richard Montgomery. “It is my hope that the County continues to see a declining case rate, positivity rate and hospitalizations so the State can permit us to re-open additional business sectors.”
As permitted by the State and County, operations are encouraged to continue providing as many services as possible outdoors. Businesses may continue to apply for temporary permits to operate outdoors. To apply, visit the City’s website, www.citymb.info, and click on the “Online Permitting” button.
In compliance with County protocols, the City requires playground and equipment users to “Be Park Smart” by wearing face coverings and staying six feet apart. Playgrounds will have occupancy limits and visits are limited to 30 minutes to reduce crowding.
As of October 6, 2020, the City of Manhattan Beach, along with the entire Los Angeles County, remains in Tier One, with "widespread" risk and the most restrictions. It is the community’s shared responsibility to slow the spread of COVID-19. By adhering to social distancing, wearing face coverings, hand washing, and avoiding crowds, confined spaces and close contact, we can collectively prevent future surges in coronavirus cases.
