Current Initiatives and Updates
- Latest City Council Actions in Response to COVID-19 – At the October 6, 2020, meeting, City Council directed the following additional actions in response to COVID-19:
- Directed playground equipment and fitness stations to re-open in accordance with Health Order Guidelines;
- Directed staff to explore considerations with re-opening fields on MBUSD property during the hours of 3:00 PM to 6:00 PM in coordination with the School District;
- Directed staff to amend the City's Emergency Order regarding face coverings to allow stationary and independent exercise (i.e. Pilates) users of permitted outdoor fitness the option to not wear a face covering during exercise;
- Directed the City Council/MBUSD Ad Hoc Subcommittee to receive an update on the status of the Manhattan Beach Unified School District; and
- Directed staff to cancel the December fireworks display in accordance with gathering restrictions from the current County Health Officer Order.
- Sign Up for COVID-19 Email Communications – The City of Manhattan Beach remains committed to providing the community with critical information and updates on the COVID-19 pandemic. Based on feedback received from the community, beginning Tuesday, October 20, COVID-19 updates will only be sent by email and not by text message. Text messages will focus on community alerts and advisory notifications. If you are not receiving COVID-19 updates by email, sign up for Coronavirus eNews on the City's website to subscribe to the City's newsletters. The City will also post timely information on Facebook, Twitter, Instagram, and the City's website.
- Census Extends Data Collection Through October 31 –The 2020 Census has a new deadline of Saturday, October 31. Currently, the City has a 69.5% self-response rate. Thank you to everyone that already completed their 2020 Census. If you are one of the 30.5% who still has not responded, please do so now either online at My2020Census.gov or by phone by calling (844) 330-2020. If you get a visit from a census taker, please cooperate. It's important you do to be counted. By participating in the Census, you determine how $375 billion in federal funding is distributed to communities each year for the next ten years.
- Election Information - All active registered voters have automatically been mailed a Vote by Mail ballot beginning October 5, to ensure a safe and accessible voting option during the COVID-19 pandemic. Opportunities to return a Vote by Mail Ballot include:
- Return by Mail: Drop off your ballot at your local Post Office. The ballot must be postmarked by Election Day (November 3). No postage is necessary.
- Vote by Mail Ballot Drop Boxes: 24-Hour Drop Boxes have been installed throughout L.A. County for voters to securely return their Vote by Mail ballots. Voters can drop-off ballots at any drop box location beginning now until 8:00 PM on November 3. There are two drop box locations in Manhattan Beach located at:
- Manhattan Beach Library 1320 Highland Avenue (North Entrance)
- Manhattan Beach Art Center 1560 Manhattan Beach Boulevard (South-Side Near the Parking Lot)
- In-Person Vote Centers Drop Off: Drop off your Vote by Mail ballot at any Vote Center leading up to Election Day. L.A. County voters can also decide to vote at any Vote Center in the County and are not limited to local polling places as in previous elections. Some Vote Centers will open as early as October 24. Manhattan Beach, In-Person Vote Centers, will be open October through November 3 and will be located at:
- Joslyn Community Center Auditorium 1601 N. Valley Drive (Ocean Banquet Hall)
- Manhattan Heights Community Center 1600 Manhattan Beach Boulevard (Mt. Whitney Banquet Hall)
- The California Secretary of State recommends signing up for Where's My Ballot? This is a new way for voters to track and receive notifications on the status of their Vote by Mail ballot. Voters can choose to receive automatic email, text, or voice call messages about their ballot. The City Clerk is the local elections administrator for the City's General Municipal Election. As of October 6, 2020, Los Angeles County remains in Tier One, with "widespread" risk and the most restrictions. According to the State's website, L.A. County reflects 9.4 new COVID-19 cases per day (per 100k), with an adjusted case rate for tier assignment of 7.4; the positivity rate is 2.8%. Los Angeles County has met the State's positivity rate metric threshold for Tier Three with "moderate" risk but remains in Tier One because the tier assignment case rate is greater than 7. When the positivity rate and case rate fall into different tiers, the stricter tier prevails.
Federal, State, and County Updates
- Pandemic Recovery Funds for Small Nonprofits – Round Five of the L.A. Regional COVID-19 Recovery Fund Grant open to micro-entrepreneurs, very small businesses and nonprofits, and small businesses and nonprofits located in Los Angeles County will close on October 9. - COVID-19 Master Question List - The Department of Homeland Security (DHS) Science and Technology Directorate (S&T) published an update to the Master Question List (MQL) for COVID-19. The MLQ is intended to quickly present available information to decision-makers in the operational response to COVID-19 and allow structured and scientifically guided discussions across the federal government, prevent duplication of efforts, and highlight and coordinate research. - Update on Economic Impact Payments - The Internal Revenue Service (IRS) announced that the deadline to register for an Economic Impact Payment (EIP) is now November 21, 2020. This new date will provide an additional five weeks beyond the original deadline of October 15. Individuals who do not usually file taxes and have not yet received an Economic Impact Payment (EIP) should use the Non-Filers Tool. - L.A. County Highlights COVID-19 Resources – In a press release today, L.A. County highlighted several resources available to County residents during the pandemic. #LetsFeedLACounty hosts drive-thru food distribution events three times a week in locations across the County. L.A. County helps enroll low-income residents in the CalFresh Program, which issues monthly electronic EBT benefits that can be used to buy most foods at many markets and food stores. With stress, anxiety, and depression on the rise in light of the ongoing challenge of the pandemic, the L.A. County Department of Mental Health's (LACDMH) 24/7 Helpline at (800) 854-7771 is available to provide mental health support, resources and referrals. LACDMH has partnered with Headspace to offer a collection of mindfulness and meditation resources for free to all County residents. The free Headspace Plus subscription includes access to hundreds of science-backed guided meditations, as well as movement and sleep exercises to help manage stress, fear and anxiety related to COVID-19. LACDMH is also a part of PsychHub's COVID-19 Mental Health Resource Hub, which is dedicated to providing free resources to help people address their mental health needs during the COVID-19 pandemic. - Projections in Healthcare / Predictive Modeling – Los Angeles County Department of Health Services (DHS) released the COVID-19 Projections of Hospital-based Health Care Demand October 7 Update. Key findings include:
- The number of new patients with COVID-19 requiring hospitalization each day across Los Angeles County appears to be level;
- The estimated transmission number (“R”) is virtually unchanged at 0.99 with an uncertainty of 0.91 to 1.06. Last week the estimate was 1.00 with an uncertainty of 0.90 to 1.07. If R is above 1 the number of cases will increase over time;
- Based on the current estimate for R, the current number of hospital beds, ICU beds, and ventilators in Los Angeles County are likely adequate over the next 4 weeks, however, within the next month it may be necessary to create and staff additional ICU beds to meet demand, as was done in July;
- The model suggests about 1 in 950 Los Angeles County residents are currently infectious to others and that about 1 in 7 have had COVID-19;
- This suggests about 1 in 950 (between 1 in 1600 and 1 in 600) Los Angeles County residents are currently infectious to others, last week this estimate was 1 in 880; and
- The transmission of COVID-19 in Los Angeles County is changing over time. With different patterns in different geographic areas, more detailed geographical analysis is required to identify specific communities needing additional support in identifying cases and limiting spread.
- L.A. County Daily Briefing Statistics on COVID-19 – DPH confirmed 21 new deaths, two (2) new cases of COVID-19 in Manhattan Beach, and 1280 new cases of COVID-19 in L.A. County in today's daily report. To date, DPH has identified 278,665 positive cases of COVID-19 across all areas of L.A. County, and a total of 6,726 deaths. Testing results are available for more than 2,770,000 individuals, with 9% of all people testing positive. There are currently 709 confirmed cases presently hospitalized, and 28% of these people are documented cases in the ICU. To view DPH's COVID-19 Daily Data, visit lacounty.gov.
