Positive COVID-19 cases have surged markedly, locally in East Windsor as well as in surrounding municipalities, with double digit daily new cases for the first time in months; and since last Friday we have experienced almost sixty new positive cases in East Windsor, bringing the total of active cases to over 100 for the first time in months. We understand the ongoing pandemic and recent surge in positive COVID-19 cases promotes a very anxious and challenging time for everyone.

Since March of this year we braced ourselves as a community during uncertain times and worked together to accept and adhere to changes in our daily lives and activities; after a few months our efforts collaboratively assisted in the statewide effort to flatten the curve and reduce the active count number. Health care professionals and agencies state that the recent reported number of positive cases nationwide and statewide indicates we are in the midst of the Second Wave of the virus as anticipated. Now, as the number of cases increase rapidly, we must all re-evaluate our current routines and return to a higher level of caution.

As we prepare for the onset of the Holidays and winter months, it is especially important that everyone in our community shares responsibility to take all precautions and help minimize the risks of the spread of the virus to ourselves and to others within our community. As we hear about the positive medical breakthroughs that are expected to bring longer term relief in the coming months, we need to continue to work together to successfully reach that light in the tunnel.

Everyone must play their key part in helping to slow the spread of COVID-19. We strongly ask you to please watch out for your family, friends and our entire community, including providing safer conditions for our first responders, by exercising extra diligence and following all of the required directives and advice of health care experts and government officials.

GOVERNOR EXECUTIVE ORDER 196 increases restrictions on indoor and outdoor gatherings.

Governor Murphy issued Executive Order 196 on November 17, restricting immediately general indoor gatherings to a maximum of 10 people, and restricting general outdoor gatherings to a maximum of 150 people. effective Monday, November 23, These new restrictions do not apply to religious services, political activities, functions as weddings, funerals and performances, and the current 25% capacity limit on indoor dining. Indoor sports practices and games may exceed the 10 person limit if accounting for players, coaches and referees, Outdoor sports, practices and games are restricted by this new order of 150 person limit to indoor player, coaches, team personnel, players and spectators. There is no limit on outdoor religious or political activities protected under the First Amendment.

GOVERNOR EXECUTIVE ORDER 195 imposes restrictions on non-essential business hours of operation.

Governor Murphy issued Executive Order 195 on November 12, restricting hours of operation for non-essential businesses to 5 a.m. to 8 p.m. Executive Order 195 also allows municipalities to impose additional restrictions regarding hours of operation for non-essential businesses, food and beverage establishments, personal care service businesses, and recreation and entertainment businesses. East Windsor Township WILL NOT be imposing any additional restrictions on any local businesses at this time.
 
GOVERNOR EXECUTIVE ORDER 194 imposes restrictions on allowable indoor dining hours.

Governor Murphy issued Under Executive Order 194 on November 10, prohibiting indoor dining hours past 10 p.m. and before 5 a.m. There is no change to hours of operation for outdoor dining, food delivery and take out service.
  MERCER COUNTY OFFERS FREE COVID-19 TESTING AT HOME.
Mercer County residents 14 years or older and anyone employed as a first responder or health care worker in Mercer County can sign up to receive a free COVID-19 saliva test to be administered at home through a partnership between the County and Vault Health Services of New Jersey. The test for COVID-19 has the same effectiveness as the swab test and is designed to determine if an individual is currently infected with COVID-19 and has the potential to infect others.
 
Individuals seeking a test should visit www.mercercares.org to register. Following registration and eligibility verification you will receive a digital link to Vault’s webpage to request a county-funded test kit. The kit will be shipped overnight with instructions on how to schedule a Zoom telehealth meeting with a certified healthcare worker who will virtually instruct you about how to properly collect a saliva sample for shipment to the Rutgers Clinical Genomics Laboratory for testing. The number of new COVID-19 cases in New Jersey and Mercer County continue to rise, as more than 2,000 new positive cases in New Jersey have been reported daily over the past two weeks, The New Jersey Department of Health announced that as of Nov. 19, there are 11,865 Mercer County residents who have tested positive for COVID-19 to date. Since the start of the pandemic in March 2020, the State of New Jersey has surpassed 293,000 positive cases.
  It is now more important than ever to follow the advice and directives of health care professionals, to reduce risk of virus to yourself and to others within our community with the following steps:

• Wear a Face Covering, over your nose and mouth in public spaces where there are other people.
• Social Distance by staying at least six feet away from other people.
• Wash Your Hands often with soap and water for at least 20 seconds.
• If soap and water are not accessible, Use a Hand Sanitizer that contains at least 60% alcohol.
• Avoid Touching Your Eyes, Nose and Mouth with unwashed hands.
• Avoid Close Contact with people who are sick.
• Stay Home if you are sick, except to get medical care.
• Cover Your Mouth and Nose with a tissue when you cough or sneeze or use the inside of your elbow.
