Temporary Targeted Safer at Home Health Officer Order for Control of COVID-19

Effective today, the County of Los Angeles Public Health Department modified and issued the Health Officer Order, “Temporary Targeted Safer at Home Health Officer Order for Control of COVID-19,” to require additional safety measures across County sectors. This Temporary Order http://www.publichealth.lacounty.gov/media/Coronavirus/docs/HOO/HOO_SaferatHome_SurgeResponse.pdf begins Monday, November 30, 2020, and will remain in effect through Sunday, December 20, 2020. The Order includes the following revisions to the existing Health Officer Order:
• All public and private gatherings and events with individuals from more than one household are prohibited, except for outdoor faith-based services and outdoor protests, which are constitutionally protected rights.
• Occupancy limits at various businesses, all individuals at these sites are required to wear face coverings and practice social distancing:
o Essential retail – 35% maximum occupancy;
o Non-essential retail (includes indoor malls) – 20% maximum occupancy;
o Personal care services – 20% maximum occupancy;
o Libraries – 20% maximum occupancy;
o Fitness centers operating outdoors – 50% maximum occupancy;
o Museums galleries, zoos, aquariums, botanical gardens operating outdoors – 50% maximum occupancy; and,
o Mini-golf, batting cages, go-kart racing operating outdoors – 50% maximum occupancy.
• Outdoor recreation activities, all individuals at these sites are required to wear face coverings (except for swimming) and practice social distancing:
o Beaches, trails, and parks remain open; gatherings at these sites with members outside your household is prohibited;
o Golf courses, tennis courts, pickleball, archery ranges, skate parks, bike parks, and community gardens remain open for individuals of a single household. Pools that serve more than one household may open only for regulated lap swimming with one person per lane; and,
o Drive-in movies/events/car parades are permitted provided occupants in each car are members of one household.
• Schools:
o All schools and day camps remain open, adhering to re-opening protocols. K-12 Schools and Day Camps with an outbreak (3 cases or more over 14 days) should close for 14 days.
• Closed non-essential businesses/activities:
o All City park playgrounds (except for playgrounds at childcare and schools); and
o Cardrooms, satellite wagering facilities, and racetrack onsite wagering facilities.
• Restaurants, bars, breweries, and wineries:
o Due to the surge in cases, restaurants, bars, breweries, and wineries must prohibit in-person dining and drinking, as customers are not wearing face coverings during their visit. Restaurants, wineries, and breweries may remain open for pick-up, delivery, and take-out. Breweries and wineries may remain open for retail sales at 20% occupancy.

Residents, business owners, and employees must continue to observe physical distancing requirements and prevention techniques outlined in the Order. Failure to comply with these provisions constitutes a threat to public health and is a crime and punishable by fine, imprisonment, or both.
