The outdoor tornado warning sirens are designed to be heard while out of doors and not necessarily while you are in a structure. The warning sirens should prompt you to seek shelter indoors and learn more information about an impending tornado through local news, phone apps, NOAA all hazards weather radio, or other reliable sources.
The ending of the siren does not indicate it is safe to leave your shelter nor does a second sounding indicate an "all clear."
