Manhattan Beach, CA (December 7, 2020) – As ICU capacity has fallen below 15% in the Southern California region and COVID-19 cases continue to surge, the California Department of Public Health announced that a Regional Stay Home Order will go into effect, and will remain in effect for at least three weeks. The Los Angeles Department of Public Health revised their Health Order in order to align with the state’s Stay Home Order.
 
Between November 13 and December 6, 2020, hospitalizations of confirmed COVID-19 patients have increased by 140% to 2,855. The Southern California Region, as of December 6, 2020, had 10.6% staffed adult ICU capacity remaining. In the South Region (comprising 13 hospitals in the South Bay), data provided by the Los Angeles County Department of Emergency Medical Services indicates that 8.5% (38 of 446) ICU hospital beds were available on average for the week of November 29 - December 5.
 
Per the State Public Health Officer, current projections show that without additional intervention to slow the spread of COVID-19, the number of available adult ICU beds in California will be at full capacity in mid-December. Additionally, in Manhattan Beach, the County has reported 59 new coronavirus cases in the last seven days.
 
The Los Angeles County Health Officer Order has been modified to fully align with additional safety measures across sectors required by the State. 
 
The Order continues to prohibit private gatherings with any other household and requires that the following sectors close or remain closed for indoor and outdoor operations: 

• Personal care services (i.e. nail salons, threading salons)
• Hair salons and barbershops
• Indoor and outdoor playgrounds
• Indoor recreational facilities
• Museums, zoos, and aquariums
• Wineries
• Bars, breweries, and distilleries

The Health Order specifies that restaurants and other food facilities that prepare and serve food may open, but only for delivery, drive through, and carry out. Indoor and outdoor onsite dining is not permitted.

The following sectors have additional modifications and face coverings are required:

• Outdoor recreational facilities: Allow outdoor operation only without any food, drink, or alcohol sales.
• Retail: Allow indoor operation at 20% capacity with entrance metering and no eating or drinking in the stores. Additionally, special hours should be instituted for seniors and others with chronic conditions or compromised immune systems.
• Shopping centers: Allow indoor operation at 20% capacity with entrance metering,  no eating or drinking in the stores, and all common areas closed. Additionally, special hours should be instituted for seniors and others with chronic conditions or compromised immune systems.
• Hotels and lodging: Allow to open for critical infrastructure support only. 
• Offices: Allow remote work only except for critical infrastructure sectors where remote working is not possible.
• Entertainment production including professional sports: Allow operation without live audiences. Additionally, testing protocol and “bubbles” are highly encouraged.

Individuals or households are encouraged to engage in outdoor recreation, including at parks, the beach, Veteran’s Parkway, and the Strand, but they must be physically distanced and everyone must wear a face covering.
