At risk missing person LOCATED

FOR IMMEDIATE RELEASE: Mr. Chang Jin Byeon is safe and was located in the City of Los Angeles.

INITIAL INFORMATION:
On Saturday January 9, 2021, at about 11:57 PM officers responded to 1280 Veterans Blvd, the Casa De Redwood senior living complex, on a report of a missing person. Officers learned that 65-year-old Chang Jin Byeon and his older sister were walking to the Safeway grocery store located at 1071 El Camino Real in Redwood City earlier in the day when they got into an argument. Mr. Byeon became upset and requested she leave him alone, which she did. He subsequently entered the store without her. His sister later returned to the store to get him, but was unable to locate him. She later called the Redwood City Police Department to report him missing. Mr. Byeon was last seen, via Safeway surveillance footage, exiting the store at 3:07 PM on January 9. He has not been seen since.

Mr. Byeon has a number of medical conditions of concern. He has been diagnosed with PTSD and early-onset dementia. He also has diabetes and takes insulin daily. Due to his declining mental health, Mr. Byeon often becomes easily frustrated and angry at others. Mr. Byeon experiences memory issues and frequently refuses help, hospitalization, or other emergency care.

Mr. Byeon is an Asian male, 5-3, 90 pounds, with grey hair, brown eyes and has no teeth.

Mr. Byeon was last seen wearing a black puffy jacket with a horizontal ribbed pattern over a black t-shirt, blue jeans and black shoes. He was wearing a blue surgical mask and had a black cane in his possession. He walks very slowly and often takes sitting breaks. Due to Mr. Byeon’s age and declining mental and physical health, he is considered at risk.

Mr. Byeon recently moved to Redwood City, is a long time residence of Southern California and may make attempts to return to that area.

A photo of Mr. Byeon has been included with this release, as well as two images taken from the Safeway surveillance footage when he was last seen.
