Narrative:
On February 12, 2021, at about 3:15 p.m., Detectives from the Thousand Oaks Police Department Directed Enforcement Unit (DEU) arrested Emperatriz Marroquin for possession of narcotics for sale and being under the Influence of a controlled substance. Rosario Soto was arrested for being under the Influence of a controlled substance.

In December of 2020, detectives obtained information from Thousand Oaks Patrol deputies indicating Marroquin was involved in the sales of methamphetamine in the city of Thousand Oaks. Detectives investigated and confirmed Marroquin’s involvement in methamphetamine sales. Detectives also identified Marroquin’s residence in the 25 block of Olsen Road in Thousand Oaks and were able to obtain a search warrant for Marroquin and her residence.

On 2/12/2021, DEU detectives contacted Marroquin and Soto a short distance away from her residence. Marroquin and Soto were detained and both were arrested for Cal. Health & Safety Code Section 11550(a)-Under the Influence of a Controlled Substance.

Detectives responded to Marroquin’s residence and served the search warrant. Detectives seized over two ounces of methamphetamine, a digital scale, and other evidence of drug packaging. Also located in the residence were seven bicycles. There have been several recently reported bicycle thefts nearby. One of the bicycles recovered had the serial numbers etched off in an attempt to prevent law enforcement from positively identifying the owner of the bicycle.

Based on the investigation, Marroquin was arrested for Cal. Health & Safety Code Section 11378-Possession of Narcotics for Sale. The investigation is still ongoing regarding the recovered bicycles located at Marroquin’s residence.

With the increase in bicycle thefts in recent months, these types of thefts are crimes of opportunity, oftentimes committed by local thieves who are either on foot, on another bicycle, or even driving a vehicle. These crimes typically occur when bicycles are left unattended in plain sight or not secured using a locking device. Residents are encouraged to report suspicious activity immediately by dialing 9-1-1.

A few ways to prevent these crimes from occurring are:

1. Document the serial number with a picture or other means for future reference.
2. Engrave an identification number (partial driver’s license number or last four digits of social security number) in an inconspicuous place on the bicycle.
3. Keep your bicycle inside your residence or a locked building.
4. Keep your bicycle out of plain sight.
5. Always secure your bicycle with a lock that cannot be easily cut or removed.
6. Keep a picture of your bicycle for future reference.
7. Never leave your bicycle out in the open for an extended period of time.
