Second Round of COVID-19 Emergency Assistance Programs for Small Businesses and Residents

The City of Rosemead received Federal CARES Act funding through the Housing and Urban Development (HUD) Community Development Block Grant Program, referred to as Community Development Block Grant Coronavirus (CDBG-CV) funds to help local businesses and residents affected by the Coronavirus pandemic. Several programs including commercial and residential rental assistance, utility assistance and food nutrition assistance were designed to reduce the effects of financial hardship suffered by Rosemead residents and small business owners due to COVID-19. Funds are limited and income qualifications may apply.

The first round of applications was accepted last summer, and the City is happy to announce the second round of applications are now being accepted for the Small Business Assistance Program and the Emergency Rental and Utility Assistance Programs.

Small Business Assistance Program: Qualifying micro enterprises with five (full time equivalent) employees or less are encouraged to apply for assistance. The City will provide a maximum of $10,000 for commercial rent. To be eligible, the recipient business must have been in operation prior to March 1, 2020; have a valid Rosemead Business License; have a verifiable loss of revenue due to COVID 19; and have not received other assistance for the same commercial rent. Payments will be made directly to the landlord.

Emergency Rental and Utility Assistance Program: The program provides emergency grants to assist low-to moderate-income persons that have a documented loss in household income related to COVID-19. The Emergency Rental and Utility Assistance Program will provide up to $6,000 per household for rent or deferred rent balance and up to $1,000 for utility expenses. Payments will be made directly to the landlord and/or utility companies.
