Felony OWI 4th Offense
On Sunday, April 4, 2021 at 3:18 a.m., an officer on routine patrol discovered a man slumped over while sitting in the driver’s seat of his vehicle, with the ignition engaged, in the 8400 block of Market Street. Officers were able to wake the man and noticed a strong odor of intoxicants coming from his person. Officers observed open intoxicants within the vehicle.
The man was identified as Joseph Reines, 32 years old, of Middleton. Reines was unable to perform field sobriety testing and was subsequently arrested for 4th offense operating while under the influence (OWI), which is a felony. Reines was transported to the Dane County Jail and booked on the tentative 4th OWI charge. Reines was previously arrested for 4th offense OWI in December of 2020, however that case is still open.
