Crime Alert Bulletin for the week of April 5-11, 2021
When I mention “the unit block” of a street, this means the incident occurred at an address anywhere between 1 and 99 of the street.
Notable Cases
On Monday, 04-05-21 at approximately 8:18 a.m., Officer M. Martin was on patrol in the area of John Daly Boulevard and Park Plaza Drive and saw a subject walk into a lane of traffic. Several cars went around the subject and honked their horns. The subject stayed in the lanes before the officer asked him to get on the sidewalk. The subject gave the officer a name that did not result in a match. The subject gave the officer several other names and became frustrated with the officer. The subject’s identity was finally verified, and he had a no-bail felony warrant from the California Department of Corrections, and he was also reported as a missing person from San Francisco. The 43-year old subject had methamphetamine in his possession, and he was arrested for the warrant, giving false information to a police officer, and possession of methamphetamine.
On Monday, 04-05-21 at about 2:28 p.m., a passerby saw a subject steal merchandise from the TJ Maxx store and flagged down a passing officer. The officer confronted the subject who was getting into his vehicle, and the subject refused orders to stop. The subject accelerated his vehicle forward, pinning the officer against his car and another car, causing damage to the officer’s patrol car, as well as the parked car. The officer also sustained minor injuries. The subject fled the scene onto Highway 280, and officers observed the subject traveling at speeds in excess of 100 mph. The subject made unsafe lane changes, changing three lanes at a time, as well as driving on the left shoulder to go around cars at speeds of 80 mph. The subject crashed his vehicle into a vehicle stopped in traffic and hit a guardrail on Highway 101 and Cesar Chavez Boulevard. The subject then reversed his vehicle and intentionally rammed a marked Daly City Police Department patrol vehicle. The subject got out of his vehicle and ran from officers who were pursuing him on foot. During the foot pursuit, the subject kidnapped and carjacked a victim at a nearby Burger King on Bayshore Boulevard in San Francisco. The subject got into the backseat of the vehicle and instructed the driver to drive him to Oakland. The victim believed the subject had a weapon and feared for his safety. The CHP later observed the vehicle and attempted to conduct a traffic stop. The vehicle initially yielded but fled the stop. The CHP later deployed spike strips, disabling the vehicle, and the subject fled on foot from the scene. The subject was later apprehended in San Francisco. The subject, a 56-year old Oakland resident, was booked into the San Mateo County Jail for two counts of assault with a deadly weapon, robbery, kidnapping, evading police, two counts of hit and run, burglary, reckless driving, and resisting arrest.
On Tuesday, 04-06-21 at approximately 3:35 p.m., Officer Todaro was dispatched to the unit block of Fairlawn Avenue on a report of a just-occurred robbery. Detective Yip arrived to translate, as the victim spoke Cantonese. The 67-year old victim said she and her husband had just arrived home from going to the bank and grocery shopping. The victim was approaching the stairs leading to her front door when she felt her purse being pulled from her right shoulder. Once the victim realized someone was trying to take her purse, she held on and attempted to pull it back to her. During the struggle, she felt to the ground, and while still holding onto her purse, she was dragged on her knees for an unknown distance. The victim said she was unable to maintain control of her purse, and the suspect eventually took it from her and fled on foot. The victim described the suspect as a black male, approximately 30 years old, short black hair, approximately 5’9” with an average build. The suspect wore a black shirt and unknown colored pants. This investigation is continuing.
On Thursday, 04-08-21 at approximately 8:00 p.m., Officer Risslen was dispatched to the police station parking lot to take a report. The reporting party said he was a victim of an assault that occurred earlier in the day. The 27-year old victim said he has an arrangement with a former co-worker to be a paid housekeeper at one of the co-worker’s investment properties on the unit block of Knowles Avenue. The victim said around 5:00 p.m., the former co-worker (suspect) called him and complained about the tidiness of the property and wanted to meet him there. When they met, the victim said the suspect started to yell at him and slapped him in the head and face an unknown amount of times. The victim said the suspect then grabbed his neck and throat area and held a grip for less than three seconds. The victim said the suspect then kicked at his legs, punched him 20-30 times with a closed fist to his head, arms and torso. The victim said he did not attempt to fight back, but instead curled up on the floor in an attempt to defend himself. The victim said the suspect then grabbed a wooden car window washing stick and hit the victim in the arms, breaking the stick. The suspect then picked up the sharpened piece and used it to stab at the victim’s arms several times. The victim said the suspect then told him to go to the store to buy more decorations for the rental property. The victim said he would, but he did not do so. The officer summoned the paramedics to look at the victim’s injuries, and the victim refused medical attention at the scene. The victim showed the officer a video capture of the initial assault, as well as the broken car washing stick. Officers then went to the 36-year old suspect’s residence in Daly City and subsequently arrested him for assault with a deadly weapon.
On Friday, 04-09-21 at approximately 5:09 a.m., several officers were dispatched to the unit block of Crestwood Drive on a report of a possible vehicle collision. The dispatchers said there was a language barrier with the reporting party/victim. With the assistance of an Arabic translator, the officers learned that the 26-year old victim said he was sitting in his 2017 Toyota Prius with the doors unlocked and engine running when an unknown subject opened the front passenger door and identified himself as a police officer and military member who needed his vehicle. The victim said the subject walked around the front of the vehicle towards the driver’s door and flashed an I.D. card, again identifying himself as a member of the military. The victim said he asked to look at the subject’s I.D. card, and he said the subject demanded him to get out of the vehicle. Fearing for his safety, the victim got out of the car, and as he did, he noticed the subject was holding a small dagger knife in his hand. The victim said the subject sped away in his vehicle. The victim had the key, and the vehicle would not start again without the key. On Saturday, 04-10-21, the Sacramento Police Department recovered the vehicle.
Robberies
There were two robberies during the past week.
On Tuesday, 04-06-21 at approximately 3:35 p.m., a 67-year old woman was robbed of her purse in front of her home on the unit block of Fairlawn Avenue. See “Notable Reports” for more information.
On Friday, 04-09-21 at approximately 5:09 a.m., a 26-year old Daly City resident was the victim of a carjacking that occurred on the unit block of Crestwood Drive. See “Notable Reports” for more information.
Residential Burglaries
There were no residential burglaries during the past week.
Commercial Burglaries
There were no commercial burglaries during the past week.
Vehicle Burglaries
There were six vehicle burglaries during the past week.
- 600 block of San Diego Avenue—nothing was taken from a 2012 Audi Q5. The passenger window was smashed. Occurred on 04-05-21 at approximately 7:10 p.m. **On-line report.
- 100 block of Westridge Avenue—an emergency/valet key holder was taken from a 2014 Audi Q5. The front passenger window was smashed. Occurred on 04-05-21 between 3:25 and 3:30 p.m. **On-line report.
- 2800 block of Junipero Serra Boulevard—Makita tools were taken from the locked box of a 2011 Ford F150. Occurred on 04-08-21 at 2:06 a.m.
- 2800 block of Junipero Serra Boulevard—nothing was taken from a 2005 Toyota Tacoma. The method of entry is unknown. Occurred on 04-08-21 at 2:06 a.m.
- 200 block of 88th Street—construction equipment (a scanner and a rolling hammer) were taken from the locked box of a 2017 Ford F150. Occurred between 4:30 p.m. on 04-07-21 and 7:00 a.m. on 04-08-21.
- 100 block of Marbly Avenue—a Dell laptop, miscellaneous clothing, books, a backpack, and a phone charger were taken from a 2012 Volkswagen GTI. Occurred on 04-11-21 between 5:30 p.m. and 6:00 p.m. **On-line report.
Stolen Vehicles
There were six vehicles stolen and two attempted stolen vehicles during the past week. Five were recovered.
- Cottonwood Drive/Hillside Boulevard—a 2005 Chevrolet Silverado. Occurred between 5:00 p.m. on 04-05-21 and 9:00 a.m. on 04-06-21. **Recovered in Daly City on 04-09-21.
- 6100 block of Mission Street—a 2020 Toyota CHR. Occurred on 04-07-21 between 7:30 p.m. and 7:40 p.m. The victim left the keys in his vehicle while he was doing laundry. **Recovered by San Francisco Police Department on 04-08-21.
- 800 block of Skyline Drive—a 2011 Mercedes 300. Occurred between 11:00 p.m. on 04-07-21 and 07:48 a.m. on 04-08-21. **Recovered by San Francisco Police Department on 04-09-21.
- 400 block of San Diego Avenue—a 2007 Ford E350. Occurred between 5:40 p.m. on 04-07-21 and 7:48 a.m. on 04-08-21. **Recovered by San Francisco Police Department on 04-08-21.
- 4200 block of Callan Boulevard—a 2003 Honda Accord. Occurred between 11:15 a.m. on 04-07-21 and 8:15 a.m. on 04-08-21.
- Callan Boulevard/Clarinada Boulevard—a 1994 Toyota pickup. Occurred on 04-11-21 between 11:00 a.m. and 10:30 p.m. **Vehicle involved in a crash in Burlingame and recovered by the CHP on 04-11-21.
- Unit block of Alp Street—Attempted theft of a 2002 Cadillac Escalade. Occurred between 10:00 a.m. on 04-07-21 and 12:15 p.m. on 04-08-21.
- 100 block of Thiers Street—Attempted theft of a 2006 Chevrolet Silverado. Occurred on 04-08-21 between 5:55 p.m. and midnight.
Miscellaneous
- There were 140 cases taken.
- There were 4 domestic disturbance cases reported.
- There were 8 cases involving an involuntary psychiatric hold.
- There were 4 malicious mischief/vandalism cases reported.
- There were no arrests for public intoxication.
- There were 2 hit and run collisions reported.

Looking for Mental Health Clinicians for the Community Wellness and Crisis Response Team
Applications are being accepted to be a Mental Health Clinician with the new program called the “Community Wellness and Crisis Response Team (CWCRT)”. This innovative two-year pilot program with Daly City, South San Francisco, San Mateo, Redwood City and San Mateo County’s Behavioral Health and Recovery Services will transform the way mental health services are offered during emergency 9-1-1 responses. The clinicians will partner with local police departments in each of the four participating cities. San Mateo County’s Behavioral Health and Recovery Services is seeking to hire four “Psychiatric Social Worker/Marriage & Family Therapist II – Limited Term” clinicians. The job is full-time, 40 hours per week, 5 days per week. The clinicians will be provided a County car and police radio in order to respond to calls.
