Narrative:

On 04/22/21, Investigators from the Thousand Oaks Directed Enforcement Unit (DEU) arrested Sean Murphy for multiple firearms charges including Manufacturing an Assault Weapon and Possession of an Assault Weapon.

On 04/16/21, Thousand Oaks patrol deputies responded to the 2600 Block of Calle Pera, reference a subject disturbing at the location.  Per information provided to Sheriff’s Dispatch, Murphy was possibly armed with a “rifle” in front of his residence.  Once on scene, Sheriff’s deputies attempted to communicate with Murphy and defuse the situation; however Murphy was not compliant, returned inside of his residence and refused to cooperate with law enforcement.  At the time of this incident, deputies were unable to determine an immediate threat to the public and utilized multiple tactics to de-escalate the rapidly evolving incident.

DEU Investigators continued their investigation into the incident involving Murphy.  During the course of their investigation, investigators learned Murphy had a prior felony conviction which prohibited Murphy from possessing a firearm.

On 04/22/21, DEU Investigators along with the Thousand Oaks Special Enforcement Unit (SEU) served a search warrant at Murphy’s residence in Thousand Oaks.  During the service of the search warrant, investigators located a manufactured assault rifle that did not have a serial number, approximately 1000 rounds of ammunition, and a Billy Club.

The firearm possessed by Murphy was unregistered and is commonly referred to as a “Ghost Gun” due to the lack of commercial serial numbers, which make the firearm untraceable and allows the possessor to circumvent regulated background checks by the Department of Justice. Murphy’s past criminal history prohibits him from owning and or possessing any firearms or ammunition.

DEU Investigators arrested Murphy for several felonies, including: Possession of Assault Weapon; Transport, Import, Manufacture Assault Weapon; Person Prohibited from Possessing a Firearm Possesses Ammunition; Own/Possess/Control Firearm by Felon or Addict; Carrying a Loaded Firearm; Undetectable Firearm; and Manufacture/Possession of Billy Club, Cane, Blackjack, Slungshot, Sap, Sandclub, or Sandbag.

The Directed Enforcement Unit (DEU) is made up of members of the Thousand Oaks Police Department. The mission of the unit is to conduct proactive policing utilizing intelligence led policing methods to reduce crime within the city of Thousand Oaks.
