Narrative:
 
During the month of April 2021, deputies assigned to the Camarillo Directed Enforcement Unit began investigating a rash of thefts that occurred over a two week period at various Target department stores throughout Ventura County. During the crimes, a male and female suspect were observed on surveillance footage stealing large amounts of over the counter medication.
 
Deputies assigned to the Camarillo Special Enforcement Detail began assisting in the investigation. A collaborative effort between the Camarillo Special Enforcement Detail, Camarillo Directed Enforcement Unit, and Target Loss Prevention resulted in identifying Jose Fabian and Yulissa Muraoka as the suspects of the crimes.
 
On April 29, 2021, deputies from the Camarillo Directed Enforcement Unit and Camarillo Special Enforcement Detail arrested Fabian and Muraoka as they were exiting the Camarillo Target with additional stolen merchandise.
 
Detectives from the Camarillo Special Enforcement Detail obtained and executed a search warrant on Fabian and Muraoka’s residence. During the search warrant, additional evidence was seized that connected both to the crimes throughout the county of Ventura.   
 
Both Fabian and Muraoka were booked at the Ventura County Jail for violation of Penal Code 490.4(a)(1)- Organized Retail Theft. Both Fabian and Muraoka have court dates set for the month of May and bails were set for $20,000.
 
Organized Retail Theft involves the association of two or more persons engaged in illegally obtaining retail merchandise in substantial quantities through both theft and fraud from retail organizations for the purpose of financial gain, rather than for personal use.
 
The Camarillo Directed Enforcement Unit is a comprised of two uniformed deputies. It is the mission of the Camarillo Directed Enforcement Unit to reduce theft crimes, including Organized Retail Theft, through high visibility and directed enforcement in affected areas.
 
The Camarillo Special Enforcement Detail is comprised of six plain clothes detectives who focus on efforts that negatively affect the quality of life of the law-abiding citizens of Camarillo. The goal of Camarillo SED is to reduce property and violent crime through investigations and directed enforcement.
