Felony OWI 4th Offense 
On Sunday, June 6, 2021 at 12:42 am, a Middleton Police officer observed a vehicle traveling 15 miles over posted speed limits on University Ave in the City of Middleton. The officer initiated a traffic stop of the vehicle on Elmwood Avenue at Cayuga Street.
The driver was identified as Raul Herrera Rivera, 32 years old, of Madison. The officer noticed a strong odor of intoxicants coming from Raul. Raul submitted to field sobriety testing and was subsequently arrested for 4th offense operating while under the influence (OWI).
Raul was transported to the Dane County Jail and booked on the tentative 4th OWI charge. In addition, he was cited for speeding.
