On June 25, 2021, the Sheriff’s Pharmaceutical Crimes Unit (PCU) concluded their investigation into a male juvenile suspect, who was wanted in connection with his sale of narcotics to a Camarillo resident which resulted in their non-fatal overdose.
On May 31, 2021, Camarillo Patrol deputies were dispatched to a residence in the unincorporated area of Camarillo reference a non-fatal overdose that occurred at the location. PCU detectives handled the investigation and identified a male juvenile as the suspect who sold fentanyl to the victim which was responsible for the victim’s overdose.
On June 16, 2021, PCU detectives detained the juvenile suspect in a vehicle as he was selling drugs to another subject. Detectives then served a search warrant at his residence in the City of Camarillo. During the service of the search warrant, detectives seized fentanyl, Xanax, cocaine, LSD and other illicit pharmaceutical medications as well as U.S. Currency and other items indicative of narcotics sales.
Due to the juvenile’s age, he was not arrested and released to his guardian. During the course of the investigation, detectives determined Charlotte Dipaolo encouraged the juvenile suspect’s drug dealing. Dipaolo also worked in conjunction with him to facilitate the drug deals by supplying him with the pharmaceutical medications to sell and she profited from these sales.
On June 25, 2021, Dipaolo was arrested and booked at the Ventura County Sheriff’s Main Jail for 11351 HS- Possession for Sales of a Controlled Substance, 11353 HS- Solicitation of a Minor to Sell Drugs, 11378 HS- Possession for Sales of a Dangerous Drug, 182 PC- Conspiracy to Commit a Crime and 273a(b) PC- Child Endangerment.
The juvenile suspect was arrested for 11351 HS- Possession for Sales of a Controlled Substance, 11352 HS- Sales of Controlled Substance, 11375(b)(1) HS- Possession for Sale of a Specified Controlled Substance, 11378 HS- Possession for Sales of a Dangerous Drug and 182 PC- Conspiracy to Commit a Crime. He was issued a citation and released.
Dipaolo posted $110,000 bail and was released from custody. She is scheduled for arraignment on July 9, 2021, in Ventura County Superior Court.

The Ventura County Pharmaceutical Crimes Unit is a task force made up of members from the Ventura County Sheriff’s Office and the Thousand Oaks Police Department; The primary mission of the task force is combatting the transfer of legal prescription medication and fentanyl to the illegal market. In addition, the task force works to identify and stop new trends of abuse among the younger population and investigates overdoses due to both prescription medication and illicit drug use.
