Morning 4th Offense OWI Arrest Made Outside of Janesville Police Department
On August 7, 2021 just after 9:00 a.m. a Janesville police officer was dispatched to the lobby of the police department to help a citizen with a child custody dispute. The female half of the dispute came to the police department to make a report and while waiting, the male half, Lance Skillman, arrived. Officers spoke to both parties and could smell the odor of intoxicants on Skillman’s breath and he appeared impaired. Records showed he had a valid driver’s license and 3 prior OWI convictions. Skillman refused to do any field sobriety tests or provide a blood sample for testing. Witnesses confirmed he had driven to the police department and he even had a passenger in his car with a valid license who was sober.
Skillman was arrested for 4th offense OWI. A search warrant was drafted for a blood sample and toxicology tests are pending. He remains in custody at the Rock County Jail pending his court appearance.
