* At 1259 PM EDT, emergency management reported heavy rain in the warned area. Isolated flooding is ongoing. Between 1.5 and 3 inches of rain have fallen.
* Some locations that will experience flooding include... Steubenville, East Liverpool, Wellsville, Cadiz, Carrollton, Calcutta, Wintersville, Tiltonsville, New Cumberland, Salineville, Hopedale, Smithfield, Newell, Scio, Adena, Jewett, Dillonvale, Bergholz, Amsterdam and Richmond.
