**CANCEL** Green Bay Police asking for help in locating a kidnapping vehicle: red 2016 Ford Focus Louisiana plate 902ELK

***CANCEL***   The children have been found safe and will soon be reunited with their mother.  The suspect is in custody.  Police responded to an anonymous tip indicating that the suspect and vehicle were at a park in DePere.  Police were able to locate the suspect and take him into custody at the park.  The children were still with the suspect.  Special thanks to DePere PD for a quick response to the park and assistance with apprehending the suspect.

Many people have inquired why an Amber Alert was not sent out for this incident.  In fact, all the paperwork was filed with the state to send out the Amber Alert, but the children were found just before it was to be released.  The Green Bay Police Department utilizes this system of Nixle alerts to put out important information to the public more quickly than the state Amber Alert system.  Using this system led to the safe recovery of these children before the Amber Alert system could even be activated.  We thank the public for helping us pass on vital information through their own social media pages that helps to keep our community safe.

On Wednesday 10/06/2021 at approximately 06:59AM, officers from the Green Bay Police Department responded to the 2200 block of Manitowoc Rd. in response to a female victim at that location that was reporting a kidnapping.  Upon arrival, officers learned that the victim was inside a car with her three children when the father of two of the children was involved in a domestic disturbance with the victim.  The suspect fled in the victim's vehicle with the three children still inside.  The victim is being treated at an area hospital for injuries sustained during the altercation.  The suspect is still at large and the children are believed to be in danger at this time.  This is a domestic incident with the suspect and victim knowing each other and the general public is not believed to be in danger at this time.

Louisiana license plate 902ELK
Garbage bag covering the rear window

Tyrone L. Dubose
male/black   5'7"  155 lbs.
29 years old


Kidnapped children:
Sebastian Davis  male/black  1 yr old
Starzera Dubose  female/black  3 yrs old
Zion Dubose  male black   5 yrs old


Anybody with information on the whereabouts of the suspect, children or the vehicle are encouraged to call 911.  DO NOT APPROACH THE SUSPECT!  KEEP A SAFE DISTANCE AND NOTIFY POLICE IMMEDIATELY!
