10/03/2021 @ 1520. A man was walking on the sidewalk when the suspect approached him speaking incoherently. The suspect threw a plastic parking cone against the victim’s car and broke the windshield. The suspect walked away and then threw a rock at the victim, which struck him on his back. The suspect was arrested by responding deputies. #04236
