Suspect: Montano, Vincent Cruz 36-year old male (In-custody)  

On Tuesday, November 2, 2021, at approximately 4:00 PM, Redwood City Police Officers were dispatched to a business in the 1400 block of El Camino Real on a report of a male subject, later identified as Vincent Montano, demonstrating erratic criminal behavior.  Montano’s behavior included the crime of annoying a child through taking a basketball from a group of children who were passing by him on the sidewalk area, the crime of throwing objects at passing vehicles, the crime of assault by attempting to push a bicyclist off a bicycle as he rode by and the crime of auto burglary by attempting to open the doors of several vehicles parked nearby.  As officers arrived at the scene, Montano immediately fled on foot by running northbound on El Camino Real in the southbound lanes, against the flow of traffic.  Montano narrowly avoided being struck by several vehicles as he ran in the roadway and was eventually detained in the parking lot of Pet Food Express at Sequoia Station.  He actively resisted officers during the detention but was ultimately placed in handcuffs.  During the course of the arrest, Montano bit an officer twice, causing minor injury.  Montano sustained minor visible injuries and was examined at the scene by medical personnel prior to being transported to San Mateo Medical Center for a physical and emotional health assessment.
 
At approximately 9:40 PM, the Redwood City Police Department was contacted by the San Mateo Medical Center and told Montano was cleared from his evaluation and ready for booking at the San Mateo County Jail.  When Redwood City Police Officers arrived at the facility to transport Montano, they found him unrestrained in the Emergency Room.  Montano immediately tried to flee again but was ultimately detained and handcuffed.  No additional use of force occurred at the hospital, however addition police assistance was needed to place Montano in a “WRAP” leg restraint device prior to transportation to jail.  Montano was ultimately booked into jail for multiple counts of willfully resisting arrest, resisting arrest by means of threats or violence and battery upon a peace officer
 
The events of November 2^ndresulted in Montano’s fourth arrest and fifth police contact by San Mateo County law enforcement agencies in the last nine days.  Four of these events involved varying levels of resistance against police personnel, including two events which required officers to request  emergency police assistance to contain the aggressive resistance presented by Montano.  Redwood City Police Department personnel are coordinating with the District Attorney’s Office and other local agencies to explore additional supportive service options to assist with or identify the cause for Montano’s consistent erratic behavior.  As with all use of force incidents an administrative review will be conducted to determine if the actions of the involved personnel were consistent with the law and department policy.
