Two Suspects Arrested After Highland Vehicle Pursuit Ends in Redlands

DATE/TIME: November 30, 2021 / 4:45 p.m.

INCIDENT: PC 496 – Possession of Stolen Property
VC 2800.2 – Evading Police with Disregard for Safety

LOCATION: Palm Avenue / Villa Avenue, Highland, CA    

SUSPECT: Gilbert Ray Pena, 31-years-old of Apple Valley
Jordan Sullivan, 28-years-old of Yucaipa, CA


SUMMARY: On Tuesday, November 30, 2021, deputies from the Highland Station conducted a traffic stop on a black Kia sedan for vehicle code violations.  Deputies contacted the driver and identified her as Jordan Sullivan.  When deputies attempted to identify the male passenger, later identified as Gilbert Pena, he gave deputies false information.  When deputies confronted Pena about the false name he provided, Sullivan fled the scene at a high rate of speed.  Deputies pursued the vehicle which reached speeds of more than 80 MPH, ran red lights, and drove on the shoulder of the road.  

When the pursuit entered the city of Redlands, Redlands Police Department assisted Highland deputies in the search for the suspects.  Witnesses reported Pena ran inside the Target Store where deputies believed he was armed with a handgun, changed his clothes, and ran out.  Redlands Police located the suspect nearby and apprehended him.  A search of the area was conducted, and the firearm was found inside a restroom at a nearby restaurant.  

Sullivan was located near Alabama Street and Lugonia Avenue and taken into custody. 

Through investigation, deputies learned Sullivan picked up Pena near Pacific Street and Conejo Drive in San Bernardino where Pena abandoned a stolen vehicle just prior to the traffic stop.  Deputies took custody of Pena from the Redlands Police Department. A records check revealed Pena had an outstanding felony warrant for vehicle theft.

 Both suspects were booked and are currently housed at the West Valley Detention Center.  Pena is being held on a total bail amount of $551,000, while Sullivan is being held on $100,000 bail.
