Felony OWI 4th Offense 
On Saturday, December 11, 2021 at 6:02pm, a Middleton police officer stopped a vehicle for an equipment violation at Northbrook Drive and Century Avenue. The driver was identified as Russell Winter, 69 years old, of Middleton. Officers noticed an odor of intoxicants coming from Winter and had him perform field sobriety tests. Winter was subsequently arrested for 4th offense operating while under the influence (OWI) and transported to the Dane County Jail.
