Incident Summary
 
On 12/28/2021 at 453am, a citizen called to report that a black Mercedes Benz cut her off and the driver appeared to be drinking something out of a bottle. The male pulled over and appeared to be staggering outside of the vehicle. Officers started to respond, but the man re-entered the vehicle and began to drive away. Officers located the vehicle and conducted a traffic enforcement stop.
 
Officers contacted the driver, and sole occupant, 24-year-old Fairfield resident, Nebiyu Shefrew. After the initial contact and based on the officer’s observations, Shefrew was asked to exit his vehicle for standardized Field Sobriety Tests. Shefrew stated “If you want me out of this car, you’re going to have to kill me.” And he began to reach his hand towards the driver’s side floorboard where a sheathed knife was in plain view. The driver’s side door was pulled open, and officers began to control Shefrew and give commands for him to stop reaching for the knife.
 
Once Shefrew was removed from the vehicle, he was placed under arrest for Resisting/ Obstructing Arrest pursuant to California Penal Code 148(a)(1). When Shefrew was being taken into custody, an officer observed that a bullet had come out of the vehicle when Shefrew was removed from the car. An officer looked under the driver’s seat and located a Glock .40 caliber handgun with a high-capacity magazine loaded and inserted into the firearm.
 
Due to his ongoing resistance and combative nature, coupled with his attempt to gain access to a weapon, a restraint device was applied. The purpose of the WRAP device is to allow the offender to be safely restrained, to breathe freely while not allowing them to kick or strike at officers.
 
Additionally, two pipes used to ingest methamphetamine and a large amount of US currency was recovered and booked into PPD Evidence for safekeeping.  
 
Shefrew was initially treated on scene by Petaluma Fire personnel before being transported to Petaluma Valley Hospital and medically cleared. While at Petaluma Valley Hospital, Shefrew expectorated at an officer in violation of California Penal Code section 243 (b). Shefrew was booked at Sonoma County Jail for the above listed charges.
