ROHNERT PARK – On 1/1/22, at approximately 1130 PM, the Rohnert Park Department of Public Safety received a report of a domestic disturbance in the 1400 Block of Southwest Blvd.  The reporting party received a text message indicating her friend’s husband was in possession of a firearm and out of control. She was requesting help calling the police. Officers arrived on scene and located the victim and two children (10yrs, 3 yrs) in the home.  Officers were told there had been an argument between 35 year old Ricardo Celestino-Sebastian and his wife in front of their two children. During the course of the investigation officers learned Celestino-Sebastian had been using narcotics in the evening and was acting irrationally.  Due to the possibility of Celestino-Sebastian being armed, officers called out to him at which time he came from a bedroom in the rear of the home.  Officers used verbal commands to de-escalate Celestino-Sebastian and subsequently detained him during the investigation.

Officers located three handguns in the residence, one of them in a bedroom from where Celestino-Sebastian had previously been right before officers arrived.  All of the firearms were unlocked and accessible to both children. One of the firearms had been reported stolen during an August 2019 residential burglary in Rohnert Park.  The other two firearms were not registered. The victim said Celestino-Sebastian did not use any of the guns towards her or the children. Celestino-Sebastian was placed under arrest for possession of stolen property, child endangerment and criminal storage of a firearm.
