* WHERE...Barton, Ellsworth and Rice Counties.

* IMPACTS...Plan on slippery road conditions. Patchy blowing snow
could significantly reduce visibility. Gusty winds could bring
down small tree branches. Wind chills in the single digits are
likely today. Travel could become hazardous in areas of blowing
