We have received some additional questions and comments about our previous post on the temporary safety measures on Roberts Lake Road.  Here are responses to some of the common concerns and question we have heard from the community.
 
Why can’t the City move people off the streets into shelter?  Isn’t that what the City did when they cleared the Park and Ride?  Everyone staying at the Park and Ride lot last year were offered shelter or housing. 24 accepted the offer, and 15 declined. Some of those at the site now accepted the offer and have since returned. Others have moved to Roberts Lake Rd from other encampments in Rohnert Park or neighboring cities. We do not have the option to offer shelter today because there are an inadequate number of beds available. This is one reason we are constructing the Homekey interim housing facility on the City’s west side.
 
Which parts of the bike lane will be closed and for how long? The portions of the bike lane on the west side of Roberts Lake Road that will be temporarily closed are approximately 180 feet in the north and 470 feet in the south, with 900 feet in between remaining open for bicyclists to use.  This is being put in place as a temporary safety measure while the City finds a better alternative for the individuals living in the encampment.
 
What is the City doing to address law breaking in and around the encampment, including people wandering out in the road?  We have increased police patrols in the area, and consistently ask those experiencing homelessness to stay out of the street. The Department of Public Safety remains active in addressing violations occurring in and around the Roberts Lake Road encampment. The Department not only responds to calls from the community, but also conducts proactive enforcement, which includes encampment “walk-throughs” and warrant sweeps.  Most of the enforcement is based on infractions, misdemeanors, and Municipal Code violations, the majority which result in a citation. 
 
Why does Public Safety issue citations? As a result of a California ballot measure approved by voters a few years ago, local law enforcement is no longer allowed to book those who commit low-level crimes in the County Jail.  In addition, with the current COVID positivity rate increasing currently in the jail, Sheriff Essick has requested only violent crimes and/or certain misdemeanors be booked in county jail.  The Department of Public Safety takes the opportunity to book all allowable offences when possible and will continue to enforce all applicable laws.

How much will it cost to operate the new Homekey project? The annual operating cost of the forthcoming Homekey interim housing project will be $1.84 million per year. This includes supportive services designed to help individuals find and keep permanent housing. The $11.4 million of the $14.7 million awarded by the State will be used to construct the facility.  We expect the project to house up to 60 individuals at any time, with the great majority of them moving to permanent housing after staying about 6 months and receiving supportive services. This has been the experience reported by staff at Los Guilicos, another local modular, interim housing project located in Santa Rosa.

Does the City’s homeless programs include addiction and mental health services? We are following a Housing First approach which has proven to reduce homelessness substantially. This includes housing as a first step, with wrap-around supportive services such as addiction and mental health treatment provided once the person is in housing.  In many cases drug use declines and mental health improves just by obtaining housing because the stresses of surviving on the street or in a shelter are no longer present. When needed, our service provider partners will provide treatment and other support necessary to retain housing permanently.
 
How many people experiencing homelessness get housing and then become homeless again? Of those who obtain permanent housing, about 20% return to homelessness within two years.
