On January 29th, 2021, at 10:59 AM, Petaluma Police Officers responded to the 300 block of E Washington Street to a subject causing a disturbance with a metal rod.
Prior to the above disturbance, the Petaluma Police Department responded to a report of a theft at Grocery Outlet where the subject stole merchandise and threatened an employee with a metal rod. At the time of the robbery, Officers were unable to locate the subject.
Officers located a subject, later identified as Jack Taylor, matching the description of both calls for service. Taylor walking in the 600 block of E Washington Street. Upon contact, Taylor was still holding the metal rod and was extremely agitated. During the officer’s interaction with Taylor, he made several statements requesting officers to take his life. Officers were able to negotiate with Taylor by diverting traffic and using de-escalation techniques. The Petaluma Police Department wants the thank the concerned community members that reported Taylor’s demeanor and allowed law enforcement and our community partners to resolve the situation. The Petaluma Police Department trains de-escalation tactics as a non-violent strategy used to decrease the intensity of the situation. De-escalation training is required for all officers, which reduces the likelihood of use-of-force encounters. Officers are expected to utilize de-escalation techniques whenever possible.
