Narrative:
 
 
 
 
On January 22, 2022, patrol deputies learned that a juvenile female returned to her home in Simi Valley after spending the night out with friends.  She was under the influence of drugs and reported to her parents that two adult males injected her with methamphetamine. The victim identified the subjects involved and the location as a motel in Newbury Park.   
 
Deputies assigned to the Thousand Oaks Police Station went to the motel and contacted Francisco Lara (20). He was with a juvenile female in a hotel room There was an active restraining order prohibiting Lara from associating with the 16-year-old female that he was in the room with. Lara was arrested at the scene for being under the influence of a controlled substance and for being in violation of the restraining order.  Lara was booked into the Ventura County Pre-Trial Detention Facility on several criminal charges.
 
Detectives from the Ventura County Sheriff’s Office Narcotics Street Team in conjunction with the Ventura County Pharmaceutical Crimes Unit were notified of the crimes and began an immediate investigation. During the investigation, detectives learned Randall Sellner (25) and Lara drove three juvenile females to the motel in Newbury Park.  While in the motel room, Sellner and Lara gave all three juvenile marijuana, alcohol, and possible counterfeit prescription medication (Fentanyl).  Investigators learned that Lara and Sellner injected each other with methamphetamine and conspired to inject one of the female juvenile victims with methamphetamine.
 
On January 26, 2022, Narcotics Detectives arrested Sellner for providing drugs and alcohol to minors. After his arrest, detectives served a search warrant on Sellner’s person, vehicle and his residence located in the 3300 Block of Lesser Drive in Newbury Park.  During the search of his residence, detectives located and seized counterfeit prescription medication believed to be laced with Fentanyl.  In addition, detectives also found evidence linking Sellner to a vehicle burglary that occurred in the City of Thousand Oaks.  
 
Based on the investigation, Sellner was booked into the Ventura County Pre-Trial Detention Facility. Sellner and Lara were both charged with- Health and Safety (HS) Code Section 11353- Solicitation of Minor to Use a Narcotic, HS 11378- Possession for Sales of a controlled substance, HS 11379(a)-Sale or Furnish a Controlled substance, Penal Code Sections 182 (a)(1)-Conspiracy to Commit a Crime and PC 272(a)(1)- Contributing to the Delinquency of a Minor.   The case was submitted to the Ventura County District Attorney’s Office who filed felony charges on both suspects.
