Full Day Investigation Leads to Suspect Arrest in Random Shooting at a Vehicle

San Mateo, CA – On Monday, February 14, 2022 at 11:21 am, SMPD officers were dispatched to the area of S. Norfolk St. and Kehoe Ave. on report of a subject on foot who shot at a random passing vehicle and then fled southbound on S. Norfolk St. Officers immediately responded to the area where they met the victim and were able to confirm the vehicle had been struck numerous times. Several additional bullet casings were located nearby. Forthwith a search for the suspect commenced and officers were told a subject fitting the description was seen in the area of Parkside Plaza. Officers responded to the area and set up a perimeter around the shopping center, S. Norfolk St. at Fashion Island Blvd., and the embankment adjacent to Highway 101. The subject was not located.

Detectives promptly joined fellow officers in an area canvass for video/evidence along S. Norfolk St. While conducting the canvass and interviewing possible witnesses, we learned the identity of the shooter. With this information, detectives authored a search warrant for his residence and our SWAT team was called in for contact, as the outstanding suspect was believed to be armed.

While awaiting authorization of the search warrant, the subject returned to the home and was contacted by waiting patrol officers. He was safely taken into custody without incident. Identified as William “Billy” Boulier, he was arrested for assault with a firearm and transported and booked into San Mateo County Jail.
