* WHEN...Until 815 AM CST Thursday.
* IMPACTS...Minor flooding in low-lying and poor drainage areas.
* ADDITIONAL DETAILS... - At 213 AM CST, Doppler radar indicated heavy rain. Minor flooding is ongoing or expected to begin shortly in the advisory area. - Some locations that will experience flooding include... St. Louis, Belleville, Kirkwood, East St. Louis, Collinsville, Webster Groves, Arnold, Fairview Heights, Clayton, Cahokia, Crestwood, Columbia, Richmond Heights, Sunset Hills, Brentwood, Maplewood, Valley Park, Shrewsbury, Glendale and Centreville.
