* WHEN...Until 900 PM EST.
* IMPACTS...Minor flooding in low-lying and poor drainage areas.
* ADDITIONAL DETAILS... - At 402 PM EST, Doppler radar indicated heavy rain. Minor flooding is already occurring in the advisory area.
