DUI SUSPECT ARRESTED AFTER FOOT CHASE

Today, at 1:42 AM, a Petaluma PD officer made a traffic stop on a vehicle for a several vehicle code violations on Washington at Howard Street.  The driver, later identified as Hugo R. Moreno, a 26-year-old, Santa Rosa resident, presented the officer with his brother’s ID card and said his name was “Rico”.  The officer smelled alcohol on Moreno, and he appeared intoxicated.  The officer and their back-up officer conducted a DUI investigation and were attempting to take Moreno into custody when he fled on foot away from the officers. Moreno ran through several backyards in the area of Howard Street, Walnut Street, Keokuk Street and Prospect.  Several other officers responded and set up a perimeter in the area to prevent Moreno from escaping out of the area.  Officers searched the area for almost 2 hours.  At around 3: 38 AM, an officer saw Moreno near an address in the 400 block of Union Street.  Moreno then hid in a portable toilet.  As officers moved in to take him into custody again, he struck 2 officers and tried to flee again on foot. Moreno was taken into custody after a brief struggle with several officers. Moreno refused to submit to any DUI test.  He was determined to be on Post Release Community Supervision for a Domestic Violence violation and had an outstanding warrant for his arrest.  Moreno was arrested for providing false identification, assault on a police officer, resisting arrest, violating his probation, and DUI.   He was transported to Sonoma County Main Adult Detention Facility.  While attempting to take Moreno into custody 3 officers sustained minor injuries. The officers were treated at the police department.  Moreno’s vehicle was towed because the registration was expired two years ago.
