The Kern County Sheriff’s Office is seeking public assistance in locating at-risk missing juvenile, ELIAS ESPINOZA. ELIAS was last seen April 1st, 2022, at about 12:00 a.m. on the 900 block of Water Street, wearing a white shirt and red shorts.
