* WINDS...Northwest 15 to 25 mph with gusts up to 35 mph.
* RELATIVE HUMIDITY...As low as 13 percent.
* TEMPERATURES...upper 60s
* AFFECTED AREAS: STEPHENS ... JEFFERSON
