* WHERE...Portions of northeast New Jersey and southeast New York, including the following counties, in northeast New Jersey, Bergen, Essex, Hudson, Passaic and Union. In southeast New York, Orange, Richmond (Staten Island), Rockland and Westchester.

* WHEN...Until 200 AM EDT.

* IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is occurring. Streams continue to rise due to excess runoff from earlier rainfall. It will take several hours for all the water from these storms to work through local drainage systems in urban areas.

* ADDITIONAL DETAILS... - At 1140 PM EDT, Flooding is ongoing in the warned area. Between 1.5 and 2.5 inches of rain have fallen. While heavier rain has moved out of the area, flooding remains. - Additional rainfall amounts up to 0.5 inch is are possible in the warned area. - Some locations that will experience flooding include...
