Narrative:

In March of 2022, deputies assigned to the Todd Road Jail Classification Unit began an investigation into pin thefts related to inmate accounts. As deputies began their complex investigation, they learned that over 50 inmates incarcerated within the Ventura County Jail system had their inmate accounts compromised. Using a variety of investigative techniques, deputies successfully identified Velazquez and De Leon as the individuals who were committing these pin thefts.

Deputies learned that while Velazquez was incarcerated at the Todd Road Jail Facility, she conspired with De Leon to gain the personal information necessary to commit identity theft. De Leon accessed the personal information of other inmates and relayed the information to Velazquez. Velazquez was able to utilize the inmate’s personal information provided by De Leon to electronically assume the inmate’s identity to make purchases.

On 4/7/2022, with the assistance of the Moorpark Police Investigations Unit and the Sheriff’s Gang Unit, the Todd Road Jail Classification Unit was able to locate De Leon in the city of Oxnard. Subsequently, deputies obtained a search warrant for De Leon’s residence. Evidence related to the crime was located within De Leon’s residence. De Leon was arrested and booked into custody for Identity Theft and Conspiracy. Velasquez was supplementally booked for Identity Theft and Conspiracy. Both De Leon and Velasquez are currently in custody on unrelated matters.
