Narrative:
On March 9, 2022, deputies with the Thousand Oaks Special Enforcement Unit (SEU) arrested Byron Manuel Moris Perez and a juvenile who identified himself as a 14-year-old juvenile from Chile for their involvement in a residential burglary and subsequent high-speed pursuit that occurred in Camarillo on March 2, 2022. The juvenile was lodged at the Ventura County Juvenile Justice Center for the previously mentioned crime.

During the juvenile’s time in custody, attempts were made to verify the juvenile’s identity. Verification of the juvenile’s identify was challenging because he was from Chile and had no legal guardian in the United States. During these attempts, it was determined the juvenile had falsely represented his true identity. Deputies with SEU began working collaboratively with the FBI’s Los Angeles Field Office, the FBI’s Legal Attaché in Santago, Chile, and Investigators with the Policía De Investigaciones De Chile (PDI) to determine the juvenile’s true identity. SEU deputies provided information about the juvenile and his associates to FBI Special Agents, who shared that information with PDI Investigators to determine the true identity of the juvenile. PDI Investigators were able to positively identify the juvenile as a 15-year-old juvenile who had two warrants for his arrest for robbery in Chile.

On April 13, 2022, SEU deputies notified the Consulate General of Chile in Los Angeles regarding the juvenile’s true identity. The juvenile is still being lodged at the Ventura County Juvenile Justice Center for criminal proceedings related to his arrest.
