Narrative: On May 12, 2022, Ventura County Sheriff’s Deputies arrested Ryan Taylor and Brooke Scheer, both residents of Oxnard, for burglary, auto theft, conspiracy charges, possession of stolen property charges, and narcotic charges.

The investigation began in late April 2022, when an employee of an area retail store reported a theft to Moorpark deputies. The employee informed the deputies that a male suspect entered their store, removed several boxes containing power tools from the display rack, and fled on foot to an awaiting vehicle in the parking lot. Deputies from the Moorpark Station gathered surveillance footage and learned the theft was committed by a male suspect with a female driver waiting outside the business. During the first week of May 2022, Moorpark deputies were again contacted by the same store employee who informed them that the same male suspect had just returned to the store and stole more of the same power tools and fled to an awaiting vehicle in the parking lot. The value of the power tools taken in both thefts totaled approximately $900.00.

Through witness information, Moorpark deputies learned the vehicle was a white Toyota sedan with stolen license plates. Still photographs captured by the witness depicted a male, approximately 30-35 years old exiting the store with a female driver approximately 30-35 years behind the wheel. Moorpark deputies created an “Attempt to Identify” flyer and disseminated the flyer to multiple law enforcement agencies throughout Southern California.

In the early evening of May 12th, another employee from the same retail store contacted Moorpark patrol deputies and reported a third theft which had just occurred involving the same male suspect.  The store employee captured a video of the male suspect entering the waiting vehicle driven by a female suspect.  Prior to leaving the shopping center parking lot, the male and female suspects switched seats putting the male suspect behind the wheel of the vehicle. Shortly thereafter, the male suspect violently collided with another vehicle in the parking lot causing injury to the other driver. Displaying no regard for the other motorist, the male driver continued out of the parking lot, westbound on LA Avenue where they eventually would lead law enforcement to a dirt parking lot off of County Drive in Saticoy.

Deputies from the Sheriff’s Gang Unit, Headquarters Patrol, and the Camarillo Directed Enforcement Unit ultimately located both suspects in the Saticoy area and placed them under arrest. The suspect’s vehicle was located a short distance away.  Deputies searched the vehicle and located a significant amount of evidence related to the theft.  Deputies also determined the vehicle was recently stolen out of the city of Oxnard.

Both subjects were arrested and booked at the Pre-Trial Detention Facility for burglary, vehicle theft, conspiracy to commit crimes, multiple narcotic charges, and resisting, delaying, and obstructing a police investigation. The charge involving leaving the scene of an injury collision is still under investigation.  Due to both subjects currently being out on bail for similar criminal charges, a bail increase was requested, and the courts granted the increase.
