SUSPECT BITES OFFICER DURING FELONY APPREHENSION

On May 24th, 2022 at 3:37 am a Janesville Police Officer identified a vehicle traveling without any of its lights on. The officer stopped the vehicle on W. Centerway and N. Academy St. The officer contacted and identified the occupants. The front seat passenger was Shasta Howell, who was wanted by the Rock County Sheriff’s Office for two counts of felony bail jumping and one count of felony operation of a motor vehicle without owner’s consent. The officers told Howell she was wanted on these charges and tried to verbally solicit cooperation.
 
Howell decided to resist. She rolled up the window and locked the door to the vehicle. She refused to comply with directions and openly stated she was going to fight. The driver unlocked the door for the officers. Officers had to force the door open as Howell tried to pull and hold it shut. Howell braced herself in a way with her feet against the inside framing of the vehicle she could not be removed. She continued pulling away from officers and leaned in toward the driver side with her head. One officer deployed Oleoresin Capsicum (OC) on Howell, which stunned her. Officers were able to remove her from the vehicle to the ground.
 
Outside the vehicle Howell refused to place her arms behind her back. While officers were directing her arms behind her back Howell intentionally moved her head over and bit one officer on the arm. Officers continued directing Howell’s arms behind her back and were able to handcuff her.
 
An ambulance was called to the scene by officers to attend to Howell. She was having a reaction to the exposure of OC spray. She was treated and released from a local hospital and taken to the Rock County Jail where she was held on charges.
 
The officer, who was bit by Howell did receive medical attention for minor injuries sustained on the arm. After receiving treatment, the officer was released and immediately returned to work.
