Incident Summary:
On June 6, 2022, at 8:48 pm, the Petaluma Police Department was dispatched to 190 Kentucky St, Easy Rider, for a subject who had approached a restaurant employee in a threatening manner after having been asked to move along from in front of the doors where he was writing on the sidewalk with chalk. The subject armed himself with large fixed-blade knife in his hand and advanced on the restaurant employee who was able to shut and lock the front door before the subject made entry.
The subject fled the area still holding the knife, south on Kentucky St. as two employees of the restaurant followed at a distance while calling 911. Petaluma Police Officers arrived in the area and ultimately located the subject as he neared the dead end of C St. and the Petaluma River. As officers approached, the subject jumped into the river and began treading water several feet from shore. As officer gave commands for the subject to get out of the water, they could see that he was still clutching the knife in his left hand. The subject proceeded to swim and wade down river toward the D St. Bridge as officers followed. Petaluma Fire Department personnel were requested to the scene to assist and immediately worked with PPD officers to formulate a plan. PPD officers continued to follow the subject down river from the shore as PFD personnel worked to launch their rescue boat. PPD was further offered assistance by the Sonoma County Sheriff’s Office helicopter Henry One who happened to be on routine patrol and heard the call for service. Henry One used it’s spotlight to illuminate the darkened waters and brush from overhead and update officers on the ground of the subject’s current location. Once the PFD rescue boat was in the water, 3 PPD officers boarded and approached the subject who was now swimming near G St and the Petaluma River. As the rescue boat moved in, the subject could be heard asking for help as exhaustion had set in and he began to go under. Officers were able to grab both of his hands that were now free of the knife he had been holding, and pull him aboard the boat. He was immediately secured in handcuffs and brought to shore where he was treated by PFD Medics in an awaiting ambulance. The subject refused to provide officers or PFD personnel with his identification. He was medically cleared at Petaluma Valley Hospital and subsequently booked into the Sonoma County Jail as John Doe for assault with a deadly weapon, criminal threats, brandishing a weapon and resisting, obstructing or delaying a police officer.
Several days passed at county jail before a positive ID on the subject could be made through Livescan fingerprinting. On 6/9/22, jail staff notified the Petaluma Police Department to advise that Joe Doe was actually 42 year old Jason Earl Collins of San Diego. Collins was additionally found to have outstanding warrants in Wisconsin, Colorado and Arizona for similar charges to those previously noted as well as stalking, intimidation and drug related crimes.
The Petaluma Police Department would like to thank Sonoma County Sheriff’s Office personnel aboard Henry One and Petaluma Fire Department personnel for their assistance in the rescue and apprehension of Collins in this case. Without the use of their specialized equipment, the lives of officers and Collins would have been put in even greater danger than they already were.
