Narrative:
 
On June 14, 2022, the Ventura County Sheriff’s Office Pharmaceutical Crimes Unit (PCU) concluded an investigation into a fatal drug overdose in the city of Thousand Oaks. Detectives served a search warrant in the Hollywood area of Los Angeles County, which resulted in the arrest of Richard Bulik who was wanted in connection with his sale of fentanyl to the victim which caused their death.
 
On May 16, 2022, Thousand Oaks Patrol deputies were dispatched to the 2100 block of Waterside Circle reference a subject who was deceased as the result of a fentanyl overdose.
PCU detectives handled the investigation and determined that Bulik was the suspect who sold the fentanyl to the victim.
Detectives from PCU and the Narcotics Street Team (NST) served a search warrant at Bulik’s residence and arrested him for his involvement in the overdose. Detectives seized 7 ounces of cocaine, 6 ounces of methamphetamine, 2 ounces of heroin, 10 grams of fentanyl and several hundred pills. Detectives also seized 11 firearms, including an SKS style assault rifle. Bulik is a convicted felon and is prohibited from possessing firearms.
 
Bulik was arrested for 11351 HS- Possession for Sale of a Controlled Substance, 11352 HS- Sales of a Controlled Substance, 11378 HS- Possession for Sale of a Dangerous Drug, 11379 HS- Sales of a Dangerous Drug, 29800(a)(1) PC- Felon in Possession of a Firearm, and 30305(a)(1) PC- Felon in Possession of Ammunition. He remains in custody at the Ventura County Jail on $50,000 bail. His arraignment is set for June 16, 2022, in Ventura County Superior Court.

The Ventura County Pharmaceutical Crimes Unit is a task force made up of members from the Ventura County Sheriff’s Office and the Thousand Oaks Police Department; The primary mission of the task force is combatting the transfer of legal prescription medication and fentanyl to the illegal market. In addition, the task force works to identify and stop new trends of abuse among the younger population and investigates overdoses due to both prescription medication and illicit drug use.
 
The Ventura County Sheriff’s Office is an active member of the County Opioid Abuse
Suppression Taskforce (COAST). We have partnered with Ventura County Behavioral Health in
a campaign to reduce overdoses and educate the public about the dangers of opioids and other
